Job Description
The Payroll/HR Quality Assurance Specialist II will play a critical role in ensuring the accuracy
and compliance of payroll processes and HR operations within a DBHDS group home setting.
This position will be responsible for reviewing, auditing, and verifying payroll transactions, as
well as ensuring adherence to federal, state, and local employment regulations and policies. The
specialist will collaborate closely with the HR and finance teams to maintain data integrity and
support the organization’s commitment to providing high-quality care and services. The QAS II
will maintain the DSP (Direct Support Professional) schedule for the organization.
Key Responsibilities:
1. Payroll Administration:
o Review and process bi-weekly payrolls for all group home employees, ensuring
accuracy and timeliness.
o Conduct regular audits of payroll data to verify the accuracy of timekeeping,
deductions, withholdings, and other payroll-related transactions.
o Resolve discrepancies in payroll records and provide support to employees with
payroll-related inquiries.
o Maintain payroll records in compliance with state and federal laws.
2. HR Quality Assurance:
o Perform regular audits of HR processes, including hiring, onboarding, employee
records management, and benefits administration, to ensure compliance with
DBHDS policies and regulatory requirements.
o Monitor adherence to employment laws, regulations, and internal policies,
identifying areas of non-compliance or risk.
o Collaborate with HR leadership to develop and implement corrective actions and
improvements in HR processes and systems.
o Support the development and delivery of training programs related to HR
compliance and payroll processes.
3. Data Management and Reporting:
o Ensure the accuracy and confidentiality of employee records, including personal
information, payroll data, and employment documents.
o Generate reports and analyze data to identify trends, errors, or opportunities for
process improvement in payroll and HR functions.
o Assist in the preparation and submission of required reports to regulatory
agencies.
4. Collaboration and Support:
o Work closely with the HR, finance, and operations teams to align payroll and HR
practices with organizational goals and compliance standards.
o Provide guidance and support to management and staff on HR and payroll-related
matters.
o Participate in special projects and initiatives to enhance HR and payroll
operations.
5. Creating and Managing the House Schedules and Staffing Plans
o Responsible for managing the DSP workforce schedules.
o Work closely with the House Managers and Regional Manager to ensure that all
shifts are covered on 24 hour a day basis.
o Responsible for ensuring that staff members are not in excessive overtime.
o Responsible for approving and denying vacation time, sick time, leave and PTO
requests.
o Responsible for all administrative entries to the timekeeping system. Must ensure
that time for all employee’s time is accurate in the system each Friday before the
Monday payroll submission.
Qualifications:
Bachelor’s degree in Human Resources, Accounting, Business Administration, or a
related field, or equivalent experience.
3+ years of experience in payroll processing, HR quality assurance, or a related role,
preferably within a healthcare or social services setting.
Strong knowledge of federal and state employment laws, payroll regulations, and best
practices.
Proficiency in payroll software (e.g., ADP, Paycom) and HRIS systems.
Excellent analytical skills with attention to detail and accuracy.
Strong organizational and time management skills, with the ability to prioritize tasks and
meet deadlines.
Excellent communication and interpersonal skills, with a focus on providing exceptional
customer service.
Ability to handle sensitive and confidential information with discretion.
Certification in payroll (CPP) or human resources (PHR/SPHR) is preferred.
Working Conditions:
This position is based in a group home setting and may require occasional travel to other
locations within the DBHDS network.
The role may involve periods of standing or sitting and the use of standard office
equipment.
