Job Description

The Public Infrastructure and Projects Specialist in the Department of Public Works (DPW) will support the needs of the department by assisting inreviewing and evaluating traffic engineering projects and development proposals, assisting in reviewing traffic impact and mitigation studies, receiving petition requests and facilitate the review process, performing traffic studies both in house and utilizing contractors, assisting with project planning and development, and planning and leading community engagement efforts. This position serves as a cross-functional resource, helping implement programs, manage projects, coordinate with internal departments, and support residents, businesses, and stakeholders. The role requires strong organizational skills, customer service orientation, and the ability to work across multiple municipal functions.
  1. Transportation and Traffic Operations
    • Assist with traffic calming and traffic safety program research.
    • Support traffic studies, data collection, and policy analysis.
    • Develop benchmarking reports comparing local programs with neighboring jurisdictions.
    • Assist with transportation planning initiatives and corridor studies.
  2. Petition and Community Request Management
    • Develop and maintain Smartsheet templates and workflows for petition tracking.
    • Research best practices and case studies from peer jurisdictions.
    • Analyze post-installation traffic data and program effectiveness.
    • Assist with resident communications and public engagement efforts.
  3. Infrastructure and Asset Management
    • Participate in field reviews and ride-alongs to assess:
      • Street repair needs
      • Sign maintenance requirements
      • Pavement marking and striping conditions
    • Document findings and prepare recommendations for staff review.
  4. Trails and Bicycle Infrastructure
    • Support trail coordination initiatives.
    • Assist with bicycle infrastructure planning and grant applications.
    • Research funding opportunities and state/federal transportation programs.
    • Help track project milestones and stakeholder coordination efforts.
  5. Sustainability and Environmental Programs
    • Assist with Sustainable Maryland certification efforts.
    • Research sustainability best practices and reporting requirements.
    • Support environmental compliance and performance tracking.
    • Contribute to energy procurement and conservation initiatives.
  6. Utility and Permit Coordination
    • Maintain utility contact databases.
    • Assist with curb-cut and driveway permit tracking.
    • Support coordination efforts between utility providers and DPW staff.
    • Monitor permit processing timelines and reporting metrics.
  7. Street Lighting and Energy Programs
    • Support streetlight inventory and modernization projects.
    • Assist with energy procurement analysis and reporting.
    • Research funding and rebate opportunities for infrastructure improvements.
  8. Grants and External Funding
    1. Research grant opportunities related to:
      • Transportation
      • Bicycle and pedestrian infrastructure
      • Sustainability
      • Energy efficiency
      • Public works improvements
    2. Assist with grant application development and reporting requirements.

9. Help prepare reports, presentations, grant applications, and program evaluations related to public works initiatives.

10. Support process improvements to enhance efficiency, transparency, and customer service

11. Assist with data collection, analysis, and mapping in coordination with the GIS function to support public works efforts.

12. Maintain and analyze datasets

13. Assists in developing solutions to address traffic planning and engineering issues; prioritizes traffic calming projects, monitors results, and assures that all project and service issues are addressed and resolved; assures effective communication of issues

14. Assists with coordinating and evaluating the implementation of local and regional transportation projects with State, County, Regional Agencies, and other Municipal Governments; coordinates with citizens' groups, advisory boards and commissions, and

outside agencies; interprets and explains policies, procedures, rules, and regulations.

15. Reviews and evaluates project and development proposals, road system improvement plans, and traffic impact and mitigation studies; verifies compliance to applicable policies, standards, and guidelines.

16. Reviews and evaluates traffic engineering projects to assure they align with City action-ready plans and Department priorities.

17. Collects, compiles, and evaluates traffic studies, safety analyses, and other technical information. This could involve the maintenance, setup, and operation of traffic data collection devices; prepares and presents findings and recommendations; provides technical advice and guidance to other City departments, senior staff, and Council

18. Prepare dashboards and visual materials for reports, presentations, and public meetings

19. Assist with community outreach, workshops, public meetings, and stakeholder engagement efforts.

20. Respond to inquiries and concerns in a professional, timely, and customer-focused manner.

21. Assist with departmental contract coordination, and grant compliance as assigned.

22. Maintain records, databases, and files related to departmental activities.

23. Perform other duties as assigned in support of departmental operations



  • Proficiency in Microsoft Office and familiarity with GIS software and data visualization tools.

  • Knowledge of Adobe Creative applications (Illustrator, InDesign, Photoshop, Acrobat PDF, etc.)

  • Working knowledge of transportation planning and development principles.

  • Working knowledge of public infrastructure planning and development.

  • Strong organizational and project management skills with the ability to manage multiple priorities.

  • Excellent written and verbal communication skills.

  • Strong customer service skills and ability to work with diverse stakeholders.

  • Ability to analyze data and prepare clear, concise reports and presentations.

  • Ability to work independently and collaboratively in a fast-paced municipal environment


  • Degree in engineering, planning, public administration, or other related field.

  • Experience working in a small or mid-sized municipality

  • Experience supporting grant-funded programs or economic development initiatives.

  • Data analysis experience.

Physical Demands and Working Environment

Work is usually sedentary, with occasional walking, standing, bending, and carrying items under 25 pounds, such as books, files, and papers. Good vision is required to clearly distinguish line patterns and colors, concentrate in noisy environments, and produce accurate data and reports. Occasional travel for field work and attendance at training, meetings, and conferences.
