SCRUM MASTER PRINCIPAL

The Scrum Master will lead the CMM Data Modernization and Governance agile practice and team in delivering an integrated data governance, engineering, data platform, reporting, analytics, and Artificial Intelligence (AI)/Machine Learning (ML) capabilities that support operational decision-making and advance AO's data and analytics objectives in support of the CMM program.

The successful candidate will be an experienced scrum master with a long track record of successfully enabling agile teams and facilitating delivery in complex environments. The Scrum Master is responsible for coaching the team, removing impediments, fostering strong customer and stakeholder collaboration, and ensuring consistent delivery through agile processes and continuous improvement. The ideal candidate will be a proactive change agent who challenges the status quo, excels in communication, and thrives in a fast‑paced environment with multiple concurrent work streams. This individual will help the teams reach higher levels of agility, performance, and operational maturity.

THE SCRUM MASTER WILL EXECUTE THE FOLLOWING RESPONSIBILITIES:
  • Establish clear team goals and iteration plans that align with Program Increment (PI) objectives for the CMM Data Modernization and Governance program.
  • Coach technical teams and Product Owners on Agile concepts, frameworks, and practices; including Epic and User Story creation, SAFe, Scrum, and Kanban; to strengthen agile execution.
  • Manage expectations and support collaboration across multiple Product Owners (POs).
  • Engage with clients and senior leadership to ensure transparency, alignment, and effective communication.
  • Provide leadership across major workstreams and guide teams through complex data modernization tasks.
  • Facilitate cross-team communication to identify dependencies, risks, and impediments that may impact delivery; develop and support mitigation strategies.
  • Organize and lead all Scrum ceremonies, including daily standups, Sprint Planning and Backlog Grooming, Sprint Reviews/Demos, and Retrospectives.
  • Maintain JIRA boards and other information radiators to ensure accurate and timely visibility into team progress.
  • Mentor and coach teams on core Agile values, principles, and practices to foster continuous learning and improvement.
  • Enable teams to become self‑organizing, self‑managing, and accountable for achieving sprint and release goals.
  • Partner with Product Management to prepare release plans and support backlog grooming, prioritization, and stakeholder visibility.
  • Motivate and support teams in delivering high‑quality work across analysis, development, testing, documentation, and other critical activities.
  • Identify, communicate, and help resolve project risks, dependencies, and team impediments.
  • Ensure the team's Definition of Done is clearly established and consistently applied across stories, sprints, and releases.
  • Promote collaborative decision‑making and facilitate conflict resolution to maintain team productivity.
  • Protect the team from external disruptions and unplanned work that threaten sprint commitments.
  • Support internal and external communication to enhance transparency across the CMM program.
  • Foster a trusting, safe team environment where issues can be raised early and addressed constructively.
  • Assess Scrum maturity and coach teams toward higher levels of agile proficiency at a sustainable pace.
  • Champion a continuous improvement mindset and recommend adjustments to enhance delivery practices.
  • Participate in Scrum‑of‑Scrums to coordinate cross‑team dependencies, integration activities, and release plans.
  • Build strong relationships with stakeholders, including customers, technical teams, and leadership, to support successful delivery.
  • Provide biweekly Agile reports such as sprint reports, backlog reporting, sprint burndown charts, sprint retrospective reports, risk registry, etc.
  • Develop and update the Risks, Assumptions, Issues and Dependencies (RAID) log, and other project management related artifacts.
  • Perform risk identification and mitigation. Identify and communicate technical, operational, and business risks; develop mitigation strategies.
  • Provide transparent reporting, with regular updates to stakeholders on progress, risks, financials, and outcomes.
  • Provide the COR and government leads with analysis and research, of alternatives, and solution and design options related to the Case Management Modernization effort upon request.

QUALIFICATIONS:
  • Education: Technical Training, Certification(s) or Degree required; BA or BS degree strongly preferred.
  • Experience: 5+ years of experience in an Agile development environment required.
  • Project Management Professional Certification (PMP) required.
  • Certified Scrum Master (CSM) -or- Agile Certified Practitioner (PMI-ACP) required.
  • SAFe Agilist Certification (SA) required.
  • Experience with using and implementing the Scaled Agile Framework (SAFe), Scrum, and KanBan.
  • Ability to manage multiple projects and work rapidly in a high tempo environment that often requires multitasking.
  • Experience with software development, data governance, or working in an analytics organization.
  • Ability to create, sustain, and enhance fostering team dynamics and collaboration.
  • Expertise in overseeing teams dedicated to big data cloud solution architecture, cybersecurity, data management, business intelligence, and analytics.
  • Excellent customer-facing skills with experience briefing senior executive leadership.


Security Clearance Level: Must be able to pass a background check to obtain a position of Public Trust.

The likely salary range for this position is $128,039 - $173,229. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
