Job Description

Job Function:

To manage and coordinate the services, staff, projects, and operations of the Building Maintenance and Facility Care Divisions. This position is responsible for maintaining City facilities to the highest standards of safety, functionality, appearance, and public satisfaction while serving as the City's lead resource for facility maintenance, HVAC systems, contractor coordination, and building-related projects. The Building Maintenance & Facility Care Superintendent supports daily operations, capital improvement initiatives, emergency response needs, and the long-term preservation of City assets.

Essential Duties:


  1. Plan, direct, coordinate, and evaluate the operations, services, staff, equipment, and resources of the Building Maintenance and Facility Care Divisions.
  2. Develop, implement, and monitor division goals, objectives, policies, procedures, and performance standards to ensure efficient and effective service delivery.
  3. Supervise, train, motivate, and evaluate assigned personnel; provide coaching and professional development; address performance issues and implement disciplinary actions as necessary.
  4. Oversee the development and administration of division budgets; monitor expenditures; forecast staffing, equipment, maintenance, and operational needs; and recommend budget adjustments as appropriate.
  5. Establish and maintain comprehensive inspection, preventative maintenance, and asset management programs for City facilities, buildings, and related infrastructure.
  6. Serve as the City's lead resource for HVAC systems and building environmental controls; oversee troubleshooting, maintenance, repairs, replacements, contractor coordination, and long-range planning to ensure reliable and efficient operation of facility mechanical systems.
  7. Coordinate and oversee maintenance, repair, and replacement activities for building systems, including HVAC, plumbing, electrical, security, and related facility infrastructure.
  8. Evaluate facility conditions and operational needs; develop recommendations for maintenance priorities, facility improvements, equipment replacement, and long-term asset preservation.
  9. Serve as the primary liaison for facility-related contractors, consultants, vendors, and service providers; coordinate work activities, review performance, and ensure compliance with City standards and contract requirements.
  10. Assist with the planning, coordination, and implementation of facility improvement projects, renovations, and capital improvement projects affecting City facilities and amenities.
  11. Inspect facilities, equipment, and work sites before, during, and after project completion to ensure work is performed safely, efficiently, and in accordance with established standards.
  12. Develop and implement facility care and custodial service standards; regularly evaluate procedures and adopt best practices to improve efficiency, effectiveness, safety, and customer service.
  13. Coordinate staffing schedules and operational coverage to ensure uninterrupted facility maintenance and custodial services.
  14. Ensure compliance with applicable safety regulations, OSHA requirements, chemical handling procedures, and Personal Protective Equipment (PPE) standards.
  15. Perform routine safety inspections and oversee preventative maintenance programs for equipment, tools, and operational assets.
  16. Manage key control systems, facility access procedures, and related security measures for City facilities.
  17. Oversee pest management programs and related environmental control measures for City facilities.
  18. Maintain accurate records related to labor, materials, equipment usage, maintenance activities, inspections, and project performance.
  19. Serve as liaison with City departments, governmental agencies, contractors, consultants, and community partners regarding facility maintenance and operational matters.
  20. Conduct studies, assessments, and operational reviews; recommend improvements to programs, policies, procedures, and service delivery methods.
  21. Respond to and resolve complex customer service issues, citizen concerns, and facility-related complaints.
  22. Participate in professional organizations and training opportunities; remain current on industry trends, regulations, technologies, and best practices related to facility maintenance, building systems, asset management, construction, operations, and repair.
  23. Support City emergency operations, disaster response, facility recovery efforts, and continuity of operations activities as assigned.
  24. Work as a dependable team member to support departmental initiatives, City operations, and organizational goals.
  25. Driving of City Vehicles (A valid Florida Driver’s License is required)
  26. Perform other duties and responsibilities as assigned.


Knowledge, Skills, and Abilities:

  • Knowledge of the principles and practices of supervision, employee development, performance management, and team leadership.
  • Knowledge of facility maintenance, building systems, custodial operations, preventative maintenance programs, and asset management practices.
  • Knowledge of HVAC systems, building environmental controls, mechanical equipment, and related troubleshooting, maintenance, and repair practices.
  • Knowledge of plumbing, electrical, security, and other building infrastructure systems commonly found in municipal facilities.
  • Knowledge of materials, methods, practices, equipment, and safety procedures used in facility maintenance, repair, renovation, and construction activities.
  • Knowledge of motors, pumps, controls, and general 120/240-volt control circuits.
  • Knowledge of pool pump and filtration systems.
  • Knowledge of OSHA regulations, workplace safety practices, chemical handling requirements, and Personal Protective Equipment (PPE) standards.
  • Knowledge of custodial care methods, cleaning products, equipment, and sanitation best practices.
  • Ability to plan, organize, prioritize, and coordinate multiple projects, staff assignments, contractors, and operational activities.
  • Ability to inspect facilities, identify deficiencies, evaluate maintenance needs, and recommend corrective actions.
  • Ability to develop and administer budgets, monitor expenditures, and forecast operational and capital improvement needs.
  • Ability to manage contractor and vendor relationships and coordinate facility-related projects.
  • Ability to establish and maintain effective working relationships with employees, contractors, vendors, City officials, and the public.
  • Ability to communicate clearly and effectively, both verbally and in writing.
  • Ability to prepare reports, maintain records, and utilize computer software related to facility maintenance and operations.
  • Ability to respond effectively to emergency situations and support disaster response and recovery operations.
  • Ability to lift up to 50 pounds and work in a variety of environmental conditions, including heat, noise, dust, and outdoor settings.

Required Qualifications:

  • Five (5) years of progressively responsible experience in facility maintenance, building operations, construction, renovation, custodial services, or related fields, including at least two (2) years of supervisory experience.
  • Demonstrated experience in the supervision and coordination of building maintenance and facility care operations, including HVAC systems, electrical systems, security systems, preventative maintenance programs, contractor coordination, and facility-related projects.
  • Knowledge and experience in building systems, mechanical equipment, maintenance operations, asset management, and facility preservation practices.
  • Experience coordinating vendors, contractors, and service providers related to facility maintenance, repairs, renovations, and capital improvement projects.
  • Ability to develop work plans, prioritize projects, manage resources, and supervise personnel in a dynamic operational environment.
  • Ability to acquire and maintain CPR and First Aid certifications.
  • Must possess and maintain a valid Florida Driver License.
  • Complete required National Incident Management System (NIMS) training within six (6) months of completion of the probationary period.
  • An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.

Essential Physical Skills:

  • Acceptable eyesight (with or without corrections).
  • Acceptable hearing (with or without hearing aid).
  • Ability to communicate effectively both orally and in writing.
  • Ability to lift fifty (50) lbs. repetitively.
  • Must be able to operate computer systems and components, security, HVAC, electrical, plumbing systems, hand tools and materials, and building and facilities operations and janitorial equipment.

Environmental Conditions:

  • Works inside in an office environment.
  • Works majority of time out of doors.
