About This Position
POSITION OVERVIEW;
The Senior Valuation Analyst will be responsible for conducting complex real estate valuations, providing expert analysis, and delivering high-quality reports for various real estate transactions, investment decisions, and financial purposes. The ideal candidate will have significant experience in commercial real estate appraisal and possess the MAI designation from the Appraisal Institute (AI), which signifies expertise in the valuation of commercial real estate. Additionally, this role includes performing advanced appraisal analysis for complex property assessments and assisting in property tax litigation and Value Adjustment Board (VAB) appeals.
JOB SUMMARY:
Develops and defends property tax assessments for the Hillsborough County Property Appraiser (HCPA). Work involves organizing, managing and planning for projects utilizing digital web-based applications as valuation and verification tools for Computer Assisted Mass Appraisal (CAMA) to ensure effective system controls.
Work is performed under general direction with significant latitude in the use of initiative and independent judgment. Position serves as a consultant on high profile projects relating to policies, programs, capabilities, and long-term goals and objectives. Position requires a high level of critical thinking and ingenuity in bringing successful resolution to unusually complex and strategic situations and issues.
ESSENTIAL FUNCTIONS:

- Develops, reviews and calibrates mass appraisal models for all assigned properties
- Oversees and supports digital applications and inbound customer support
- Manages the appeal process including defending assessments at the Value Adjustment Board (VAB)
- Provides training for digital web-based applications and inbound customer support
- Reviews sales and assessment uniformity of assigned properties; tracks ratios and trends; ensures that all properties are assessed correctly and are equitable when compared with like properties
- Performs quality control activities related to contracted vendors’ digital application data output.
- Reviews returned income and expense surveys to identify any issues with revenue or expenses on assigned properties
- Tests contracted vendors digital application changes and enhancements; provides feedback of testing results and provides sign-off once testing is determined complete and satisfactory
- Reviews accuracy of the data on assigned properties including Department of Revenue (DOR) codes, building use codes, quality grades, and effective age
- Stays current on real estate and appraisal market trends
- Interprets laws and regulations and explains methods and procedures used in property valuations to ensure consistent applications of laws and accepted appraisal principles and practices
- Performs other related duties as required
MINIMUM QUALIFICATIONS:
To qualify for this position, an individual would have a combination of education, certification, training, and/or experience equivalent to what is described below.
High school diploma or GED and fourteen (14) years of increasingly responsible experience appraising real estate or personal property; OR associate degree in business, finance or a related field and twelve (12) years of experience as listed above; OR bachelor’s degree in business, finance or a related field and ten (10) years of experience as listed above; OR master’s degree in business, finance or a related field and eight (8) years of experience as listed above
In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully.
Special Qualifications (May be required depending on area of assignment):
- Valid Florida Driver’s License
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations
- Other knowledge, skills, abilities, and credentials required for a specific position
- Certified Florida Evaluator (CFE) is preferred
- Member of the Appraisal Institute (MAI) designation is preferred
- Certified Assessment Evaluator (CAE) designation from International Association of Assessing Officers (IAAO) is preferred
- Project Manager Professional (PMP) certification is preferred
KNOWLEDGE, SKILLS, AND ABILITIES:
- Advanced knowledge of the principles and practices of property valuation
- Advanced knowledge of the laws and regulations governing the appraisal and valuation of property
- Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department or organization specific software and ability to learn and become proficient in the use of other specialized software as may be required
- Skill in adapting to a changing work environment, competing demands and ability to deal with frequent change, delays, or unexpected events
- Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems
- Ability to clearly communicate and understand information in English, both orally and in writing
- Ability to effectively present information and technical advice to top management and relevant individuals
- Ability to use reasoning skills that minimize duplication of efforts, including but not limited to comparing, classifying, analyzing, and coordinating
- Ability to analyze and prepare complex reports and contract documents
- Ability to identify potential issues, modify processes, and resolve conflict as the need arises
