About This Position

Under general direction, this person manages the day-to-day operations and activities of the Streets Division in the Public Works Department. They provide direct overall supervision and coordination of the Streets crew; assists in the development of the annual budget; manages expenditures within the division; administers annual maintenance contracts; leads and participates in the work of Public Works personnel engaged in a variety of maintenance, repair and construction activities; operates complex equipment and machinery incidental to work assignments.
1. Assists the Director of Public Works in planning, scheduling, coordinating and supervising the work activities of Public Works personnel; assists with budget preparation; provides recommendations regarding equipment and material purchases.

2. Directs and supervises the work of Public Works personnel; provides instructions in the more difficult phases of the work; leads and participles in the work as required; participates in the hiring and promotion decisions of public works personnel.

3. Evaluates work performances of immediate staff at prescribed intervals.

4. Supervises and participates in the maintenance and repair of street surfaces; the repair and construction of sidewalks, curbs and gutters, culverts and storm sewers, drainage structures, and bridges. Supervise the installation and maintenance of traffic, street and hazard signs for use within the Village; maintains a supply of all materials used in sign making.

5. Oversees annual maintenance contracts, assisting in the development of bid documents and contracts; managing contractor coordination; oversight of field work; and contract closeout.

6. Supervise and participates in the maintenance of the Village’s grounds and properties including the installation of trees, shrubs, turf areas, lawn irrigation systems, and horticultural materials in rights of way and public grounds including the Arbortheater, Village facilities, VHAC, Harvey Lake, drainage ways, and other Village properties.

7. Operates a variety of power construction and maintenance equipment and vehicles of various sizes and weights in the loading hauling and unloading of various equipment and materials. Equipment includes backhoes, trucks, loaders, and aerial trucks as required by the work; supervises and participates in the preventive maintenance of tools, vehicles and equipment.

8. Uses computers to maintains and updates utility information in an electronic format including storm sewers, pavement information, and arboriculture; and responds to service request system tickets.

9. Contacts residents and business owners in areas affected by maintenance activities.

10. Serves as the Public Works Duty Man during an assigned week; responds to after hour calls concerning potentially hazardous situations such as broken glass on streets, downed tree limbs, icy streets, damaged street light poles, and downed street signs; resolves the problems or calls for additional manpower as required.

11. Plows and salts streets during snow and/or ice storms, and serves as lead duty person.

12. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
• High School Diploma or equivalent;

• Minimum of eight (8) years’ experience relating to the construction, repair, and maintenance of streets/ roads, park land, open space, and natural areas as well as experience with snow and ice control;

• Requires possession of a valid State of Illinois Commercial Vehicle Operator’s License (CDL);

• Supervisory experience is strongly preferred;

• Requires working knowledge of supervisory methods and techniques;

• Thorough knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction and repair activities;

• Requires working knowledge of construction, maintenance, and repair procedures including carpentry, electrical, welding, plumbing, masonry, painting, and ground maintenance;

• Requires extensive knowledge of occupational hazards and precautionary measures;

• Must be familiar with federal and state safety rules and regulations, including OSHA, Manual on Uniform Traffic Control Devices (MUTCD), IDOT standards;

• Certified through the Illinois Public Service Institute (IPSI), or ability to obtain certification within three (3) years of hire;

• Successful passage of a college or university level Elements of Supervision course, or ability to successfully pass, with a grade of "C" or better, within first year of service through the Village's Tuition Reimbursement Program. As an example, a comparable course would be the College of Lake County (CLC) Elements of Supervision (BUS115);

• Willingness to respond to emergency calls 24 hours a day;

• Ability to work flexible hours, especially during winter months;

• Passage of a pre-employment physical, drug screen, criminal background check, motor vehicle history report, integrity test, employment and reference checks
The position will remain open until filled with interviews occurring on a rolling basis.
