The Office of the Insurance Commissioner (OIC) seeks a motivated and qualified individual for a Senior Compliance Analyst (Functional Program Analyst 4) position. This role is within the Consumer Protection Division and is based out of our Tumwater Office.

The Consumer Advocacy Program (CAP) is seeking a motivated and compassionate leader-in-the-making to become an integral part of our team. This position provides an opportunity for growth, allowing you to contribute to consumer advocacy and lead efforts to protect and empower consumers. As a Senior Compliance Analyst in the Life, Health, and Disability Unit, you will be a key buffer and conduit between the team and leadership, ensuring that complex issues are addressed with care and expertise. This is a Washington General Service position. The monthly salary range for this position is $5,501.00 - $7,400.00.

The duties of the position include, but are not limited to:
- Handles high priority cases and those that require expert-level attention from legislative staff, media representatives and agency leadership referred to CAP for subject matter expert input and guidance.
- Handles the most complex consumer inquiries and mediates between consumers, attorneys, and senior-level company officers concerning a broad range of technical, legal issues involving insurance.
- Serves as primary L&D analyst to handle complaints and inquiries by health care providers.
- Research, reviews, and analyzes insurance practices, contracts, forms and other materials for compliance with public policy, federal and state laws, and regulations.
- Confers closely with other L&D Functional Program Analyst 4 positions to ensure consistency in the proposal of enforcement referrals to agency divisions.
- Assists consumers, providers, attorneys, and other members of the public in solving problems regarding insurance.
- Participates in meetings with company representatives and other agency staff to resolve enforcement and implementation issues.
- Communicate professionally and effectively with internal and external stakeholders via in- person, electronic and written formats.
- Acts as the L&D technical expert on industry trends for L&D staff.
- Provides training support to L&D staff concerning a wide range of critical insurance-related complex technical and legal issues.
- Planning, assigning, instructing and checking the work of assigned staff to ensure completion and accuracy.
- Providing appropriate and professional feedback on assigned work which may include corrections and affirmation of completeness and/or correctness.
- Providing additional input to department/unit management on the performance of assigned staff, which may also include training recommendations.
- Regular communication with department/unit management on performance and progress of assigned staff
Seven years equivalent of professional work experience in relevant areas including regulatory examinations; insurance underwriting, compliance, rating, or claims; health care consumer issues; or health care benefit plan design, distribution, or administration.
*Post secondary education in public administration, social work, public health, or business administration will substitute year for year as relevant work experience. If a degree or other credentials are listed, proof will be required prior to employment.
University degrees must be recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA) or foreign equivalent. If a degree was awarded outside the United States, candidates must provide a credential evaluation report.
AND
Two years of work experience producing work products that demonstrate attention to detail and superior writing skills.
AND
Intermediate-level skills and experience in Microsoft Outlook, Word, PowerPoint, and Excel
Preferred/Desired Qualifications:
Three (3) or more years of professional work experience involving the analysis and application of federal and/or state laws and regulations related to the insurance industry or closely aligned profession, including legislative analysis and implementation.
Demonstrated experience providing engaging and clearly articulated presentations to professional, legislative, technical and/or legal audiences.
One (1) or more years of supervisory or leadership experience in a customer service environment.
