About This Position

The purpose of this position is to provide strategic leadership and management of the college’s financial, operational, and administrative functions. This includes overseeing fiscal operations, budget development, human resources, auxiliary services, and investment activities to ensure financial integrity and compliance with policies and regulations. Additionally, the role supports the President by serving as a spokesperson, liaising with external auditors, and managing relationships with financial institutions, while contributing to the overall success and sustainability of the college.


Reports to: President
  • Serve as official spokesperson to the President for areas of responsibility.
  • Provide oversight for fiscal affairs, treasury, business office operations, human resources, policy administration, and management of auxiliary services (bookstore, vending, mail, etc.).
  • Oversee financial systems, including accounting, grant compliance, internal controls, purchasing, and budgetary controls.
  • Manage budget development, perform revenue and expenditure projections, and monitor departmental budgets to ensure compliance with allocations.
  • Monitor cash flow to maintain necessary operating balances.
  • Serve as liaison to external auditors for the annual financial audit and prepare financial statements and reports.
  • Coordinate the development of the ad valorem tax rate for the college.
  • Act as the college’s investment officer, managing investments, banking relationships, and depository contracts, including bank accounts and account signatories.
  • Serve as Board Treasurer for the TVCC Foundation, overseeing financial reporting and liaising with third-party investment advisors.
  • Assign and delegate work activities and projects, monitor workflow, and review work methods and outcomes.
  • Assist with the development of the college’s integrated financial systems.
  • Perform other duties as assigned by the President.

EDUCATION REQUIRED:

Bachelor’s degree in Accounting or Business Administration with an Accounting major, and a Certified Public Accountant (CPA) license OR a Master’s degree in Business Administration or a related field.

EDUCATION PREFERRED:
Master's Degree in Accounting

EXPERIENCE REQUIRED:

Eight to Ten years’ experience in accounting, finance and internal control.

EXPERIENCE PREFERRED:

Business Operations and higher education administration.
