About This Position

<div style="text-align: justify">Under the general direction of the Deputy Chief Executive Officer/Chief General Counsel, who serves as the Safety Management System Executive (SMS Executive), the Field Safety Specialist performs a variety of complex duties to ensure that the District’s projects are conducted in a safe and efficient manner and that facilities are maintained in compliance with requirements of North County Transit – San Diego Railroad (NCTD) and applicable regulatory agencies.<br> <br><u><em><strong>Distinguishing Characteristics</strong></em></u><br>This position is distinguished by its responsibility for enforcing compliance with regulatory and contract requirements while directly observing, monitoring, inspecting, and auditing projects and activities conducted on the District’s property. This position requires prior OSHA and/or construction experience as well as the ability to identify, evaluate, and mitigate public and industrial safety risks.<br> <br><u><em><strong>Supervision Received and Exercised</strong></em></u><br>This position directly reports to the Deputy Chief Executive Officer/Chief General Counsel (DCEO/CGC) and will work closely with the Engineering and Facilities Departments. The position will assist in inspecting projects, activities, and District facilities, as well as administering various safety programs and initiatives.  This position has no direct reports but will provide guidance and oversight to contractors and consultants.  Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.<br> <br><u><em><strong>Working Conditions</strong></em></u><br>Normal working conditions for this position are in both an office and field setting. Business travel will be required periodically between District sites, governmental agencies, consultant’s facilities, and other locations as required.  The Field Safety Specialist may be required to respond to emergencies at any hour; work may at times require more than 8 hours per day or require irregular hours to perform the essential duties of the position.</div>
<div style="text-align: justify"><strong><em><u>Essential Functions</u></em></strong><br>Duties may include, but are not limited to, the following:</div><ul style="margin-bottom: 3pt"><li>Performs field visits, audits and inspections to verify that safety items stated in the Work Plan for the Right-of-Entry (ROE) permit are compliant with the Roadway Worker Protection (RWP) training and general safety around the track and/or at NCTD facilities where the work is being performed.</li><li>Performs safety reviews for construction-related or special event activities to be conducted within NCTD right of way (ROW) and NCTD-owned property, to include projects completed by NCTD staff as well as those completed by external third parties.  Provides feedback and makes recommendations for improvements to project safety.</li><li>Identifies, recommends, and pursues resolution and correction of safety deficiencies, including tracking in the safety database (Vector Solutions) and issuance of corrective actions.</li><li>Prepares, edits, proofreads and/or presents a variety of reports, correspondence, and other documents, including updates to Standard Operating Procedures, Manuals, Plans, Operating Rules, etc.; makes presentations to a variety of audiences as requested.</li><li>Supports management of the environmental health and safety programs as assigned by the DCEO/CGC, including hazardous materials and respirator protection related to bus and rail operations/facilities.  </li><li>Develops recommendations regarding programs and procedures to reduce the frequency, severity, and cost of accidents and occupational illnesses, and eliminate or control potential hazards; support implementation of approved processes as needed</li><li>Facilitates and/or attends field safety and project meetings.</li><li>May serve as a liaison with oversight agencies such as Cal OSHA, local cities, and various environmental regulatory authorities.</li><li>Maintains, supports, and promotes a safe work environment while complying with all of NCTD safety rules, policies, and procedures.</li><li>Serves as part of departmental on-call rotation to respond to incidents and emergency situations; may respond directly to incident site as needed in select situations.</li><li>Perform other related duties as assigned.</li></ul><br>
<div style="text-align: justify"><u><em><strong>Experience/Education</strong></em></u></div><ul style="margin-bottom: 3pt"><li style="text-align: justify">Bachelor's Degree in a transportation, safety, communications, business, engineering, or related field preferred.</li><li style="text-align: justify">Minimum of three (3) years directly relevant experience in railroad, transportation operations, or construction/industrial safety required.</li></ul><div style="text-align: justify"> <br>A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.<br> <br><u><em><strong>Certificates/Licenses</strong></em></u></div><ul style="margin-bottom: 3pt"><li>Possess and maintain a California driver’s license, Class C, with less than 6 points in the preceding 36-month period and no DUIs in the preceding 7 year period.</li><li>The successful candidate will be required as a condition of employment to comply with FTA training requirements as set forth in 49 CFR Part 672 by enrolling in the Public Transportation Safety Certification Training Program (PTSCP) and must successfully complete the training courses within the three-year timeframe as prescribed by the FTA.</li><li>Must be able to obtain and maintain annual access to Marine Corp Base Camp Pendleton.</li><li>Maintain compliance with the District’s policies regarding Conflict of Interest and Ethics. </li><li>OSHA 30-Hour Card preferred</li></ul><div style="text-align: justify"><br> <strong><em><u>General Requirements</u></em></strong></div><ul style="margin-bottom: 3pt"><li>Strong knowledge of OSHA regulations related to building and construction safety.</li><li>Knowledge of U.S. federal, state, local, and rail transit industry safety, operations, mechanical, and maintenance procedures, standards, and practices.  </li><li>Familiarity with service contracting practices and procedures, to include prior direct experience.</li><li>Ability to create and maintain good working relationships through excellent communication and teambuilding skills, including the ability to engage successfully with both internal and external contacts and the public.</li><li>Strong communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports.</li><li>Strong analytical and critical thinking skills; ability to gather, organize, analyze, and present data to appropriate sources.</li><li>Demonstrated use of discretion and judgment in execution of duties.  </li><li>Ability to manage and maintain simultaneous, transitional, and emerging priorities.</li><li>Demonstrated proficiency in computer software programs including the Microsoft Office Suite and database systems.</li><li>Able to respond in person to system emergencies and system problems on any shift and under any weather or time-of-day circumstances.</li></ul><br>
