About This Position
Job Summary
The Human Resources Manager serves as the primary point of contact for day-to-day HR operations and owns the execution of core HR processes, including recruitment, employee relations, benefits, and leave administration. This role coordinates HR activities across the organization to ensure HR procedures are followed consistently, supports managers in daily people-related decisions, and reinforces Camino Health Center’s goals and values. The Human Resources Manager also plays a key role in implementing HR strategies and maintaining compliance with employment laws, HR policies, and required HR reporting (such as EEO, pay data, workers’ compensation, and leave programs), partnering with the HR Director, leaders, and external vendors to reduce risk and support Camino Health Center’s mission.
Essential Functions
HR Operations, Policy, and Compliance
- Administer and coordinate day-to-day HR operations, including employee records, onboarding and offboarding, HRIS data integrity, and routine HR transactions.
- Implement and maintain HR policies, procedures, and standardized practices that support consistent application across the organization.
- Monitor changes in federal, state, and local employment laws and regulations and assist with translating new requirements into updated policies, forms, and practices.
- Support the HR Director in ensuring compliance with employment laws and regulations (including wage and hour, leaves of absence, ADA/FEHA, discrimination and harassment prevention, and pay transparency).
- Oversee or coordinate required HR reporting, such as EEO and pay data reporting, workers’ compensation, benefits-related reporting, and other HR operational reports.
- Maintain accurate and confidential employee files and HR records in accordance with legal requirements and organizational policy.
Recruitment and Onboarding
- Manage the full-cycle recruitment process for assigned positions, including job postings, resume screening, interview coordination, reference checks, and offer processes in partnership with hiring managers.
- Guide managers on effective selection practices that align with organizational values, legal standards, and internal policies.
- Collaborate with the HR Director and hiring managers to ensure positions are appropriately classified and compensated within internal structures and market ranges.
- Coordinate and continually improve onboarding and orientation processes to support new hire engagement, compliance, and a positive employee experience.
Employee Relations and Performance Management
- Serve as a primary resource for managers and employees on HR-related questions, policies, and procedures.
- Provide guidance to managers on performance management, feedback, coaching, corrective action, and documentation, escalating complex or high-risk matters to the HR Director.
- Assist with employee relations issues, including fact-finding, documentation, and follow-up; support the HR Director with investigations.
- Help implement and track performance review processes, goal-setting activities, and development plans in collaboration with managers and the HR Director.
Benefits, Leaves, and HR Programs
- Coordinate day-to-day benefits administration in partnership with brokers and vendors, including enrollments, changes, and employee inquiries.
- Support employees and managers with leave of absence processes (e.g., FMLA, CFRA, PDL, ADA/FEHA accommodations), ensuring timely communication and accurate documentation.
- Assist with annual open enrollment, benefits communication, and benefits-related education for employees.
- Support HR programs that impact engagement and retention, such as recognition, wellness, and training initiatives, in collaboration with the HR Director.
HR Data, Reporting, and Projects
- Maintain accurate HR data and generate standard HR reports and dashboards to support leadership decision-making.
- Assist the HR Director with analyzing HR metrics and trends (such as turnover, vacancies, leave usage, and employee relations themes) and recommending actions as appropriate.
- Participate in or lead HR projects and process improvement initiatives designed to enhance HR service delivery, efficiency, and compliance.
- Collaborate with Finance, Payroll, Compliance, and other departments to ensure alignment and accurate HR-related information sharing.

- Strong time management skills with the ability to manage multiple projects/tasks simultaneously and meet deadlines in a fast-paced environment.
- Strong oral and written communication skills.
- Strong quantitative and data analysis skills, including the ability to interpret HR metrics, review reports (e.g., turnover, headcount, compensation, leave), and use spreadsheets to support decisions.
- Proficiency with HRIS and Microsoft Office (Word, Excel, Outlook); hands-on experience with ADP WorkforceNow is strongly preferred.
- Ability to convey confidence, professionalism, and trust when advising managers and employees.
- Ability to perform administrative and HR support services accurately and with strong attention to detail.
- Ability to maintain strict confidentiality of employee and organizational information.
Minimum Position Qualifications
- Education: Bachelor’s degree in Human Resources, Business Administration, or related field required.
- Experience / Training: Minimum of 5 years of progressively responsible human resources experience, including experience in recruitment, employee relations, benefits administration, and HR operations; healthcare or nonprofit experience preferred.
- License / Certification: As applicable.
Preferred Position Qualifications
- Education: Master’s degree in Human Resources, Business Administration, or related field preferred.
- Experience / Training: Human resources experience in a healthcare or FQHC environment; experience using ADP WorkforceNow for HR, payroll, or timekeeping functions preferred.
- License / Certification: Professional HR certification (e.g., PHR, SHRM-CP) preferred.
