POSITION PURPOSE:

The Manager of Patient Access & Health Information Management (HIMs) is responsible for supervising and coordinating the day-to-day operations of Patient Access and Health Information Management functions, including medical records, utilization management, patient registration, scheduling, and eligibility verification. The Manager will actively participate in the evaluation and improvement for the Electronic Medical Record (EMR) system to ensure documentation accuracy and revenue cycle performance. This position is responsible for ensuring accurate, timely, and secure management of patient health information in compliance with HIPAA and PHI regulations, including appropriate release of confidential information. Maintains operational effectiveness of Patient Access/HIMS in collaboration with Revenue Cycle and other service areas, ensuring compliance with regulatory requirements, organizational standards, and strategic initiatives while supporting culturally appropriate service.

Consistently maintains professional and ethical standards adhering to all KPHC Policies, Compliance Standards and HIPAA.


ESSENTIAL DUTIES, FUNCTIONS & RESPONSIBLITIES:


Provide leadership and oversight of Health Information Management (HIMs) and Patient Access operations, including medical records, scanning, indexing, release of information, registration, scheduling, and eligibility.Develop, implement, and maintain HIMs policies, procedures, workflows, and quality of standards in coordination with compliance and Executive leadership.Direct HIMs functions including medical records maintenance, scanning, indexing, chart completion, and release of information.Audit health records and related data to ensure accuracy, completeness, and regulatory compliance as well as report any findings to compliance and Executive Leadership, when necessary,Monitors medical record integrity and chart completion processes to ensure records are accurate, complete, and maintained in accordance with regulatory and organizational requirements. Oversee release of information (ROI) processes to ensure requests are processed accurately, timely, and in compliance with HIPAA , 42CFR and organizational privacy policies. Conduct privacy risk assessments and ongoing compliance monitoring; ensure corrective actions are implemented as needed.Ensure compliance with HIPAA, federal and state regulations, tribal and IHS, and FQHC standards.Ensure confidentiality, integrity, and security of all protected health information (PHI), including implementation of appropriate safeguards, authorization processes, and information governance practices.Supervise, hire, train, evaluate, and develop HIM and Patient Access staff; establish departmental goals, productivity standards, and performance expectations.Supervises patient access functions including registration, scheduling, and insurance eligibility verification to ensure accurate patient information and support front-end revenue cycle integrity. Establish and enforce departmental workflows, procedures, and quality standards.Ensure timely and accurate state, tribal, federal, IHS, and FQHC reporting requirements are met.Collaborate with physicians, clinical leadership, Revenue Cycle, Quality, and Compliance teams to improve documentation quality, coding accuracy, and front-end revenue integrity.Monitor and analyze operational performance metrics and implement corrective actions as needed.Monitor and report departmental Key Performance Indicators (KPIs) to Administration and Quality departments.Oversee processes supporting patient rights related to access, amendment, and restriction of PHI.Maintain current knowledge of regulatory requirements and industry standards related to health information privacy, security, and compliance.Participate in organizational committees and strategic initiatives as assigned.Perform other duties as assigned.Promote culturally respectful, trauma-informed patient interactions consistent with Kewa Pueblo values and traditions.

MINIMUM MANDATORY QUALIFICATIONS:

Associate degree in health information management, Business Administration or closely related field. 5 or more years of progressive experience in Patient Access, Health Information Management, or related healthcare operations.Demonstrated supervisory and management experience, including staff oversight and workflow management.Strong working knowledge of EHR systems, medical records standards, and HIPAA requirements.Demonstrated understanding of Kewa Pueblo culture, community norms, and patient-centered care expectations.

Experience:

Minimum five (5) years’ experience in HIM with three (3) years of management/supervisory experience required.Extensive familiarity of clinical workflow and processes from check-in to check-out of patients.Experience using EHR systems, especially NextGen.Strong understanding of AAAHC or Joint Commission regulatory requirementsExtensive knowledge of maintenance, security, and integrity of health information, medical records/data, and clinical documentation and HIPPA/HITECH regulatory and compliance requirements.Extensive knowledge of and experience in information privacy laws, access, release of information, and release control technologies.Extensive knowledge of the ability to apply the principles of HIM, project management, and change management.Must be able to communicate effectively with all levels of management and staff.RHIT or RHIA preferred with current certification.


PREFERRED QUALIFICATIONS:

Bachelor’s degree in health information management, Healthcare Administration, or a related field (experience may substitute).
Prior experience working with Indian Health Services (IHS), a tribal health program, FQHC, community health center, or other equivalent medical setting.Familiarity with Medicaid, Medicare, and sliding fee discount programs.Bilingual skills in English and the Keres native language

While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk and hear. There may be prolonged periods of sitting, keyboarding, and reading. The employee must occasionally lift and/or move up to 50 pounds.


MENTAL DEMANDS:


There are a number of deadlines associated with this position. The employee must also multi-task and interact with a wider variety of people on various and, at times, complicated issues.
