Job Description
The Housing Manager exercises management responsibility and administrative and technical controls for the Housing Choice Voucher program. The incumbent is responsible for planning, organizing and directing the work performed by Housing Authority staff; ensures all operations and programs function in an efficient and effective manner in accordance with federal, state, local and adopted rules and regulations; represents the division to the Board, outside agencies, developers and other municipalities; and collaborates with the Department Director to develop policies and procedures documenting department practices and performance expectations. The City's commitment to creating sustainable housing programs has positively impacted the lives of many individuals and families in the community. This position will play a pivotal role in the planning, development, and execution of the City's housing initiatives.

About Housing Authority
The Housing Authority of the City of Pittsburg includes a Housing Manager, Senior Housing Analyst and four Housing Specialists who provide rental subsidy to low-income households to the extent of the maximum budget authority received from the US Department of Housing and Urban Development (HUD) and awarded through an Annual Contributions Contract. The number of households assisted is based on funding and expenses. Rental assistance is granted in the form of a Housing Choice Voucher (Voucher or HCV, also known as Section 8) which families utilize to rent a unit of their choice. Factors determining program expenses include the number of Vouchers awarded, the average housing assistance payment, fair market rents established by HUD and administrative costs. Based on these factors, the Housing Authority’s allocation is to assist 1,140 households which includes previous homeless Veterans.

The City of Pittsburg is a full-service city following the council-manager form of government. The City has approximately 300 full time employees and at times, up to 350 employees total (depending on the season). Duties may include, but are not limited to, the following:
- Develop and implement goals, objectives, policies and procedures, activities, operations and services of the Housing Authority Division.
- Plan, organize, direct, coordinate activities, projects, programs, monitor workflow; review and evaluate work products, methods, and procedures.
- Prepare the Housing division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget.
- Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the department.
- Represent the division and department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
- Research and prepare technical and administrative reports; prepare written correspondence including the preparation of comprehensive written statistical reports to monitor and increase efficiency and effectiveness in preparation for HUD reporting and annual audits, conduct Quality Control in compliance with SEMAP and/or other HUD requirements and request and initiate applications for Notifications of Funding Availability.
- Responds to and resolves difficult, sensitive, and complex complaints from participants, applicants, landlords, property managers, and other parties.
- Establish positive working relationships with representatives of community organizations, state/local agencies and associations, Housing Commission, City management and staff, and the public.
- Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public including attending and participating in professional group meetings.
- Make presentations to the City Council, Commission, and community groups; prepare and present staff reports and information on housing.
- Foster an environment that embraces integrity, service, inclusion and collaboration; participate as a cooperative and positive member of the team.
- Be an integral team player, which involves flexibility, cooperation, and communication.
- Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
- Perform other duties as assigned.
Any combination of education, experience, and training that would provide the best qualified candidates. A typical way to obtain the knowledge and abilities would be:
Education: Possession of the equivalent of a bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, social science, or another field of study applicable to the responsibilities and requirements of this job class. A master’s degree is desirable.
Experience: Five (5) years of progressively responsible experience in public housing operations, including two years of administrative and management responsibility.
Special Requirements: Possession at the time of hire and continued maintenance of a valid Class C California driver’s license is required.
Ability to obtain the following certifications from the US Department of Housing and Urban Development (HUD) within twelve (12) months of employment:
- Housing Quality Standards & NSPIRE Inspection Training
- Housing Choice Voucher Executive Training
- Housing Choice Voucher Specialist Training
- Housing Choice Voucher Financial Reporting to HUD
- Housing Choice Voucher VMS Reporting

Ability to: Organize and direct Housing division operations, program, ensuring compliance with City policies and procedures, local, state and federal laws and regulations; collect and analyze pertinent data and information, evaluate alternative solutions, and reach sound conclusions; gain cooperation through discussion and persuasion; supervise, discipline, train, and motivate personnel; prioritize assignments and meet deadlines; prepare and provide presentations; communicate clearly and concisely, both orally and in writing; work a flexible schedule including occasional evening and weekend hours; establish and maintain effective working relationships with those contacted in the course of work; maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities; utilize appropriate safety procedures and practices for assigned duties; contribute effectively to the accomplishments of City goals, objectives and activities.
Skill to: Perform a variety of administrative, case management, technical and specialized activities and functions in a successful and effective manner; operate an office computer and a variety of word processing and software applications in an effective manner.

What Happens Next?
