Where You Will Work
NRO's Systems Engineering Directorate (SED) provides enterprise engineering excellence ahead of the speed of change to ensure end-to-end mission success of the Nation's reconnaissance satellite systems. Within SED, the Office of Enterprise Analysis (OEA) creates insights through analysis as the trusted provider of independent analytic rigor in the NRO decision making process.
We conduct modeling, simulation, and analysis studies at enterprise and system levels that support the full systems engineering cycle including architecture concept development; mission utility and end-to-end performance assessments; budget planning; requirement definition with associated technical performance measures; system reliability and risk management; and product and data quality evaluations. We host an analysis environment and suite of software tools which can be used across a wide variety of domains.
Our enterprise analysis is independent and focused on supporting the NRO and stakeholders across the greater IC and DoD communities, clearly communicating accurate and credible information to the NRO leadership, the Director of National Intelligence (DNI), and Congress to ensure procurement decisions are fully informed by NRO corporate knowledge, history, and on-orbit experience. This position meets the qualifications for Defense Civilian Intelligence Personnel System (DCIPS) Targeted Local Market Supplement (TLMS) STEM pay for NRO Cadre employees and candidates as authorized by the office of the Under Secretary of Defense for Intelligence and Security’s (OUSD(I&S)). Cadre employees and candidates are eligible to receive STEM pay if they are currently serving in a STEM designated position. Should a Cadre employee or candidate earning STEM pay change positions within the organization, they must be assigned to another STEM qualifying position in order to continue to remain eligible for STEM pay. 2026 STEM salary range for the Washington, DC area: GGS-13 $132,751 – $181,428
**This position is a junior level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. To qualify for the position, federal government employees MUST currently be at the GGS-13 grade level and may ONLY apply for a lateral reassignment at their current grade level and step. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade per IAW DoD 1400.25 Volume 2006.
Hiring Incentives
The NRO may offer hiring incentives and other entitlements at management’s discretion.
Trial Period
All new DCIPS employees will be required to serve a 2-year trial period.

What You Will Be Doing
- Independently conducts and leads moderately complex modeling, simulation, and analytical studies of NRO space and ground capabilities to support enterprise and mission-level decision-making.
- Works independently with customers to understand moderately complex problems, establishes scope and objectives, and anticipates customer needs by proactively translating them into analysis products.
- Provides technical leadership to assigned analysis projects; independently develops findings, alternative courses of action, and innovative solutions to moderately complex problems with mission impact.
- Leads planning and coordination across enterprise and domain-specific analysis teams consisting of government, SETA, and FFRDC staff; fosters collaboration to advance analysis goals.
- Independently formulates and applies moderately complex analysis methods; delivers high-quality analysis; and leads briefings to management on study results and recommendations.
- Oversees assigned FFRDC and SETA staff, evaluates progress, provides constructive feedback to team managers, and provides award fee inputs to contracting officer technical representatives.
- Evaluates analysis methods, technologies, and applications; identifies tool or capability gaps; provides recommendations on solutions; and leads tool procurement or development activities.
- Interfaces with IC and DoW mission partners, engages operational stakeholders to ensure proper analysis context, and leads coordination of analysis methods, processes, and lessons learned.
- Researches trends and patterns; develops new analysis methods and criteria; contributes to new policies and practices; and leads assessment of program effectiveness with the NRO-user community.
- Develops and mentors junior staff by providing constructive feedback, arranging challenging assignments, and creating meaningful training opportunities.
- May serve as Contracting Officer's Technical Representative (COTR) to ensure analysis program objectives are achieved within cost, schedule, and performance requirements.
What You Need
Required:
- Baccalaureate or Graduate Degree from an accredited institution that demonstrates strong analytical foundation
- STEM degree (engineering, physics, mathematics, statistics, operations research, computer science, or related discipline) OR equivalent analytical experience in modeling, simulation, and analysis.
- In-depth knowledge of moderately complex quantitative and qualitative analysis methods (statistics, modeling and simulation, decision analytics, systems analysis); expertise in developing, evaluating, and validating models and simulations across multiple system scope levels.
- In-depth knowledge of engineering disciplines, mathematics, physics, statistics, operations research, and computer science; knowledge of NRO acquisition lifecycle, systems engineering, and DoW/IC organizations and policies.
- Strong critical thinking skills; independently prepares analytical assessments with clear organization and logical presentation; formulates accurate problem statements and provides in-depth recommendations.
- Strong leadership and interpersonal skills; leads moderately complex teams; manages conflicts effectively; builds relationships across NRO and IC/DoW to implement innovative solutions.
- Strong communication skills; presents moderately complex briefings and reports; adapts to audience needs; manages competing priorities and remains flexible with changing requirements.
- Program management experience (cost, schedule, performance); moderately in-depth knowledge of SED/OEA missions and relationship to broader NRO mission.
Other Information
- Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Travel Statement: MAY be required to travel in commercial aircraft to perform temporary duty assignments.
- Financial Disclosure: MAY be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Defense Acquisition Workforce Improvement Act (DAWIA) coded positions: If selected for a DAWIA coded position, the incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position. Individual shall maintain, at a minimum 80 continuous Learning Points every 24 months via the services acquisition management system.
