ABOUT GEFA

Founded in 1985, the Georgia Environmental Finance Authority (GEFA) directs programs that improve Georgia’s environment, protect natural resources, and promote economic development. GEFA provides loans for water, wastewater, and solid waste infrastructure; manages energy efficiency and renewable energy programs; administers land conservation loans; and monitors state-owned fuel storage tanks. This is an exciting time to join the GEFA team as the state of Georgia makes historic investments in water and energy with federal and state funding. In the last five years, GEFA has executed over $2 billion in water infrastructure loans and grants to communities throughout Georgia. Much of this funding is dedicated to small and disadvantaged communities.

GENERAL SUMMARY

GEFA is seeking an individual with initiative and critical problem-solving skills to join us as an Accounting Manager in the Financial Services Division. As the Accounting Manager in the Financial Services Division, you will use your skills and knowledge to make a difference in the lives of the people throughout the state of Georgia. This individual will analyze financial information and programs, identify financial trends, advise agency administrators in fiscal matters, and prepare range of financial reports, including specialized or non-standard reports. The individual will lead the Agency accounting operations. Under general supervision of the Director of Financial Services and according to Generally Accepted Accounting Principles (GAAP), the individual also performs advanced professional accounting duties that require independent judgment and initiative, manages and coordinates the development and implementation of planning, funds management, policy development and budget development and expenditure control activities. The other responsibilities include the annual operating budget and for submission of comprehensive budgets involving multiple budget units of GEFA, establish/implement departmental accounting policies and procedures in accordance with statutory and professionally accepted standards, interact with agency administrators and staff, professional accountants, financial analysts, and auditors, monitors and evaluates accounting trends and innovations which may impact the practices of the accounting program.

RESPONSIBILITIES AND STANDARDS

  • Strategic leadership: provides strategic leadership for Accounting Team based on professional experience and effective coordination of staff insight.
  • Accounting Processes: Applies GAAP, state or federal fiscal guidelines, and agency policies to establish tables/records of accounts or financial transactions, review financial data, and assign entries or apply accounting control measures to proper accounts. In analyzing financial and other accounting data, identify trends impacting the fiscal position of the department. Coordinates the accounting operation with budgetary, administrative support and programmatic functions to support the department's mission. Responsible for maintaining financial software systems general ledger and maintaining proper accounting procedures in the recording, classification, input, reconciliation and maintaining documentation for all general ledger entries.
  • Audit Administration: In conjunction with the Director of Financial Services serves as a key contact person responsible for interfacing with auditors and preparing/reviewing schedules and presentations for all entities as well as preparing responses to inquiries from other third parties, such as banks, and other governmental units.
  • Grants/loans administration: Develops, monitors, and maintains financial records for assigned funds and/or grants.
  • Document and records management: Develops and/or maintains key documents and records, including hardcopy accounts payable files, electronic files and templates, invoices, databases and other electronic files and records, etc.
  • Data management and reporting: May compile and prepare standard accounting reports. Coordinates the preparation of statutory, regulatory and/or GAAP financial reports in both standard and specialized formats to detail and certify the fiscal state of the agency. Reviews report contents for accuracy and timeliness of submission.
  • Customer service and client support: Helps potential and current clients and responds to customer needs and concerns. Serves as liaison in responding to inquiries to solve routine accounting problems. Provides technical assistance to others on accounting and fiscal matters.

    MINIMUM QUALIFICATIONS

    Bachelor's degree in accounting or related field from an accredited college or university and four (4) years of professional accounting job-related experience, which includes two (2) years in a managerial or supervisory role.

    PREFERRED QUALIFICATIONS

    Preference will be given to applicants who, in addition to the minimum qualifications, possess one or more of the following:

  • Experience in governmental fund accounting.
  • Experience using sub-ledger systems and the maintenance of such systems.
  • Experience working with Microsoft Excel.
