About This Position

The Marion County Sheriff’s Office is seeking applicants for a Budget Analyst 1 position. As a part of our operations team, Budget Analysts support office-wide efforts to be fiscally responsible in the administration of our annual budget. The Sheriff’s Office operates 24 hours per day, 365 days per year and provides an array of public safety services to a diverse population of over 350,000 residents across Marion County. As a member of our team, Budget Analysts typically work Monday through Friday, 8:00 a.m. to 5:00 p.m. with flexibility based upon the needs of the Sheriff’s Office. This position is exempt from overtime.

GENERAL STATEMENT OF DUTIES
Perform standard budget and financial analysis work; manage multimillion dollar budget, including fiscal monitoring of grants, and budget projects; perform the department's purchasing, account payable and receivable functions; review, track and make recommendations on the fiscal impact of all department purchase orders, payments and contracts.

SUPERVISION RECEIVED
Work under the general supervision of a higher level administrative or professional employee who assigns work, establishes goals, and reviews the results obtained for overall effectiveness through the analysis of performance, reports and conferences.

SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this classification.

Purchasing/Contracts

  • Reviews and audits department wide purchase order requests for accuracy, authorization and adherence to county policy.
  • Obtains written/verbal quotes from vendors for various purchases.
  • Prepares requisition and/or purchase orders and forwards to requestor and/or supplier when complete.
  • Works with division staff to ensure that proper purchasing and contractual guidelines are understood and followed.
  • Provides technical support to management and staff related to public purchasing.
  • Works with county purchasing staff regarding updates of new or revised laws/rules/policies affecting public purchasing.
  • Provides monthly reports to division commanders on spending detail and balances.
  • Utilizes county contract management system to track purchases and contracts.
  • Backs up Contracts Specialist as necessary.
  • Completes forms for county finance/board review as required by policy.

Budget/Financial
  • Assists in managing a multi-million-dollar budget, including all fiscal aspects of department’s annual budget process.
  • Prepares training materials and assists with the orientation of information to be presented to executives, managers and supervisors.
  • Reviews requests for additional funds and advises management of fiscal impacts and affordability.
  • Prepares management reports on a monthly basis to track expenditures and revenue for each division.
  • Performs accounts receivable for department, which includes billings for contracts and grants, local, state and federal, on a monthly, quarterly or yearly billing cycle.
  • Updates and maintains fiscal and statistical reports required by state and federal agencies.
  • Resolves administrative and fiscal procedural difficulties between department and granting agencies.
  • Attends various budget meetings.
  • Participates as required in audits for various fiscal reports, contracts and grants.
  • Compiles and compares monthly financial reports and/or as requested.
  • Performs other duties as assigned.

EXPERIENCE AND TRAINING
  1. Associate degree in accounting, public administration, business administration, economics or related field; AND
  2. Two years of responsible experience in the preparation and review of local government budgets and related fiscal areas, including monitoring of government grants and contracts; OR
  3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS
  • The finalist for this position will be required to pass a criminal history background check, including finger printing; however, conviction of a crime may not necessarily disqualify an individual for this position.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of financial practices and procedures in local government; accounting practices and procedures; office practices.
Ability to analyze a budget and make appropriate recommendations; do in-depth research and write reports; analyze issues, procedures and problems and to write reports with alternative solutions; to communicate effectively both verbally and in writing; establish and maintain effective working relations with other governmental agencies, employees and the public.
