Position Overview

The PSM/ Safety Coordinator is responsible for the administration of the Facility Process Safety Management regulations to the requirement of 29 CFR 1910.119 as well as maintaining/updating the documentation supporting the Facility implementation of the Fourteen (14) elements of the Process Safety Management program. The PSM/ Safety Coordinator role includes MRO responsibilities for supplying maintenance personnel with the correct tools, parts, components and information necessary to maintain and repair all physical plant equipment. This position maintains accurate supplier/vendor parts description and inventory balances using the MVP system. This position is also responsible for all Safety related plant programs.

Key Responsibilities

The PSM/ Safety Coordinator shall be responsible for, but not limited to, the following:

  • Gather and centrally organize information to all 14 elements of PSM to sustain the program.
  • Assist with the development and maintenance of written process safety information identifying workplace chemical and process hazards, equipment and technology used in the process.
  • Develops and implements a point of use library containing all process safety information in accordance with OSHA 1910.119.
  • Maintain compliance manuals as necessary. Maintain all PSM documentation and training records that pertain to the PSM&RMP program.
  • Assists with the organization and execution of Process Hazard Analysis of all plant units.
  • Manage the Management of Change Program to include the tracking of change submittals and approvals, startup approvals, assisting with the development of operating procedures. Tracking results of Hazard evaluations, training of personnel on changes and updating Process Safety Information.
  • Participates in compliance audits for PSM to include preparing for the audits, tracking the status of recommendations against due dates to ensure zero late action items and ensures documentation is available for employees at the facility.
  • Assist with performance of workplace hazard assessments including identification of potential sources of accidental releases and identification of any previous releases with the facility that had a potential for catastrophic consequences in the workplace.
  • Consult with effected employees and maintain documentation that supports employee participation with the PSM program.
  • Assist with the performance of Pre-Startup Safety review (PSSR) of all newly installed or modified equipment. Track the status of recommendation and completion as identified in the performance of the PSSR. Periodically audit the PSM program.
  • Enlist and train other department personnel to assist in the development and implementation of the PSM program elements.
  • Ensure all associated documentation is filed, indexed, and maintained sufficiently for third party compliance auditing, per the facility PSM program procedures.
  • Ensure site’s EPA/RMP file is kept up to date including the 5- year accident history report.
  • Assist facility management with development of annual program implementation goals, provide periodic reports and distribute as required.
  • Responsibility over MRO inventory transactions: including stocking items, received parts, disbursement, returns, inventory audits and adjustments, serving customers at the parts room. Data entry of maintenance documentation and researching orders. Maintain the plants MVP computerized PM program.
  • Take responsibility for all regular plant safety programs not related to the PSM program.
  • Maintain the plants Safety Data Sheet (SDS) manuals.

Required Qualifications

  • Highschool diploma or general education degree (GED) and 5+ years of progressive experience in OSHA’s PSM program, or equivalent combination of education and experience.

Required Skills/Abilities:

  • Demonstrated computer skills particularly: Microsoft Word, Microsoft Excel, Microsoft Outlook, Internet Explorer and industry specific software packages.
  • Possess an understanding of document control as it relates to the PSM process.
  • Ability to make presentations to a wide-ranging audience including management, technical, and non-technical levels on program status and identified objectives.

Required Soft Skills:

  • Coachable and willing to learn.
  • Ability to communicate effectively both verbally and in writing.

Competency

  • Must be able to read and write English and perform basic math calculations.
  • Effective time management skills to achieve results through prioritizing demands.
  • Demonstrates critical thinking skills and effective decision-making skills.
  • Strong attention-to-detail and organizational skills.
  • Must demonstrate proficiency in essential tasks and a willingness to learn.

Working Conditions

  • Must be able to stand/walk on your feet constantly during your shift.
  • Must be able to frequently lift and or move up to 25lbs or move up to 50lbs.
  • Specific vision abilities required include close vision, distance vision, and ability to adjust focus.
  • Noise level in the work environment is moderate but can be loud if in the plant manufacturing area.
  • Must be able to work in both very hot (more than 100 degrees) and very cold (less than 20 degrees below zero) and in a very wet and humid environment for extended periods of time. Exposed to noise/vibration, and chemicals.
  • Required to Stand, walk, climb, bend, twist, push and pull, and reach above and below the shoulder.
