Job Description
Diaconia is seeking an experienced Program Manager to serve as Key Personnel supporting Office of Special Investigations. The Program Manager is responsible for the overall execution, management, quality, staffing, and successful delivery of enterprise IT support services across multiple classified and unclassified environments supporting more than 3,500 users worldwide.
This position serves as the Contractor's primary point of contact with the Government and has full authority to act on all contract matters. The Program Manager provides strategic leadership, oversees program execution across all task areas, ensures compliance with contract requirements, manages resources, and delivers high-quality IT services supporting Office of Special Investigations worldwide mission. The role requires extensive experience leading complex federal IT programs using Agile and traditional project management methodologies while maintaining close collaboration with Government leadership.
Key Responsibilities
Program Leadership
- Serve as the Contractor's primary representative for all contractual and programmatic matters.
- Provide overall leadership, direction, and management for contract performance across all PWS task areas.
- Ensure successful execution of enterprise IT operations supporting USC client headquarters and worldwide operating locations.
- Maintain continuous communication with the Contracting Officer (CO), Contracting Officer's Representative (COR), USG leadership, and other Government stakeholders.
- Exercise full authority to make decisions regarding contract performance, staffing, scheduling, quality, and resource allocation
Contract and Program Management
- Manage program scope, schedule, staffing, quality, risk, and cost to ensure successful contract execution.
- Develop, implement, and maintain the Program Management Plan (PMP) in accordance with contract requirements.
- Oversee resource assignments, budgeting activities, staffing plans, and workforce management.
- Ensure all vacancies are filled with qualified personnel within required contractual timelines.
- Monitor program performance against Service Summary performance objectives and contractual performance metrics.
- Direct contract deliverables, monthly status reports, project closeout activities, trip reports, and executive briefings.
Project Management Support
- Lead enterprise IT projects utilizing Agile methodologies (preferred) and traditional Waterfall project management approaches.
- Oversee project planning, scheduling, execution, documentation, reporting, and project lifecycle activities.
- Facilitate Agile ceremonies including Sprint Planning, Daily Scrum meetings, Sprint Reviews, backlog refinement sessions, demonstrations, and Kanban board management.
- Ensure projects remain aligned with Office of Special Investigations strategic priorities, organizational objectives, and evolving mission requirements.
- Coordinate enterprise IT initiatives resulting from policy changes, emerging technologies, and new mission capabilities.
Stakeholder Engagement
- Maintain continual liaison with Office of Special Investigations senior leadership to ensure alignment with organizational priorities.
- Prepare executive-level briefings, technical reports, memorandums, meeting minutes, and program documentation.
- Coordinate cross-functional teams supporting cybersecurity, cloud operations, software development, network engineering, infrastructure, service desk operations, and enterprise applications.
- Facilitate customer meetings, program reviews, technical exchanges, and status briefings.
Quality Assurance and Compliance
- Ensure compliance with contract requirements, Government policies, cybersecurity standards, and quality management processes.
- Monitor performance metrics and implement corrective actions to maintain service quality.
- Oversee risk management, issue resolution, continuous process improvement, and operational excellence.
- Ensure deliverables meet required quality standards and contractual timelines.
Required Minimum Qualifications
- Active Top Secret Security Clearance
- Bachelor's degree in Information Technology, Business Administration, or a related discipline. Equivalent professional experience may be considered.
- Minimum of five (5) years of experience managing complex IT programs utilizing both Agile and Waterfall project management methodologies.
- Demonstrated experience managing enterprise IT initiatives supporting Federal Government organizations.
- Experience facilitating Agile project management activities, including Scrum, Kanban, Sprint Planning, Sprint Reviews, backlog management, and team coordination.
- Proven ability to prepare executive-level briefings, technical documentation, reports, and program communications.
- Experience managing multidisciplinary technical teams supporting enterprise IT operations.
- Strong leadership, organizational, analytical, and decision-making skills.
- Excellent written and verbal communication skills with experience interacting with senior Government leadership.
Preferred Qualifications
- Project Management Professional (PMP) certification.
- Agile certifications such as Certified ScrumMaster (CSM), PMI-ACP, or SAFe.
- ITIL Foundation or higher certification.
- Experience supporting Department of the Air Force, DoD, Intelligence Community, or other Federal enterprise IT environments.
- Experience managing contracts involving cybersecurity, cloud operations, software development, network engineering, enterprise infrastructure, and IT service management.
- Experience supporting classified environments and mission-critical operations.
