Job Description
Project Scope:
This project will replace various components related to the domestic and fire protection water distribution system in maintenance and housing areas of the National Monument. New underground primary and secondary water distribution lines will be constructed to meet potable water needs and required flow for fire protection. Replacements of asbestos concrete lines including replacement of mains, service lines, valves, and fixtures to be included. A water supply well will be drilled and put into service and a welded steel water storage tank will be replaced. The design incorporates the waterlines to be in the same trench or as close to the old lines as possible to reduce environmental damage. The water tank will be installed at the same location as the old tanks after removal. This will require keeping one tank active at all times to maintain required water storage supply.
The project is permitted by Arizona Department of Environmental Quality requirements. All valves will be replaced, including valve boxes and hydrants, throughout the system to ensure proper functionality. Existing meters will be replaced with remote read capable meters, to include magnetic flow meters near initiation of supply. A SCADA system will be installed for monitoring and control purposes.
Period of Performance:
The work of this Task Order shall be provided from June 15, 2026, to February 15, 2027, dates contingent on Construction Contract Notice to proceed.
- The first month of the contract the CMR will only work 20 hours a week. After the 1st month the CMR will assume a 40-hour work week. During the final month for closeout actives, assume 20 hours per week.
The successful CMR shall have previous experience and/or knowledge of:
- Installation of utility systems, including public water systems.
- Earthwork, trenching, and paving operations.
- Plumbing services to residential buildings.
- Abatement and lawful disposal of asbestos cement pipe.
- Timely communication and reporting skills from a remote location with the A/E Firm, and the Contracting Officer’s Representative to achieve Quality Assurance.
- Knowledge and experience of NPS workflows for construction activities, including applicable CMR Duties.
- Experience setting up and administering a Project Management Software Program as detailed below.
- The CMR shall be computer literate, knowledgeable in construction practices including applicable building codes, applicable safety regulations (must have a minimum of Occupational Safety and Health Administration (OSHA) 30-hour construction safety training), cost breakdown estimating and negotiating, and technical writing. Individual shall have sufficient computer operating skills to be able to open and manipulate Primavera Project and Microsoft Project schedules and be proficient in Microsoft Word, Excel, and Project. The CMR must also have experience using SharePoint websites for document sharing and control.

- Project name and short description of scope, magnitude, and CMR’s role
General:
- CM firm shall provide technical assistance and support to CO during construction.
- CMR shall be knowledgeable in construction practices including applicable building codes, applicable safety regulations (must have a minimum of Occupational Safety and Health Administration (OSHA) 30-hour construction safety training), cost breakdown estimating and negotiating, and technical writing. CMR shall also be computer literate and able to open and manipulate Oracle Primavera Project and Microsoft (MS) Project, Word and Excel. The CMR must also have experience using SharePoint websites for document sharing and control.
Communications:
- Obtain CO’s written approval prior to releasing information to a party other than NPS.
- Promptly notify CO of problems or issues observed.
- Coordinate with NPS, Construction Contractor, and others as needed.
- Draft project related correspondence for NPS review and issuance.
Meetings:
- Arrange, attend, and facilitate a variety of meetings including, but not limited to, weekly progress meetings at project site.
- Chair meetings between NPS and Construction Contractor except for pre-construction conference which will be chaired by CO.
- Prepare written meeting minutes.
- Attend Contractor led weekly and monthly safety meetings.
Submittal Reviews:
- Review, comment, and process Construction Contractor’s Division 01 Specifications and technical and informational submittals. Monitor Construction Contractor compliance with submittals.
- Review Construction Contractor’s baseline and progress schedules. Prepare and submit DSC Baseline Schedule Review Checklist, Schedule Update Worksheet, and Schedule Update Log.
Construction Modifications:
- Draft scoping documents for possible construction contract modifications. Scoping documents shall cite relevant Division 01 Specifications sections and shall include appropriate sketches illustrating work to be performed. Conduct fact finding as necessary.
- Prepare Government Cost Estimates with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
- Review Construction Contractor proposals, requests for equitable adjustment, and claims for additional cost and/or time.
- Draft written proposal analysis explaining cost difference between Government estimate and Contractor’s proposed cost for NPS review.
General Inspections:
- Inspect work of Construction Contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes, and safety standards. Complete Daily Report for each day of on-site construction activities. At end of each week, upload reports to the proposed management software program.
- Monitor Construction Contractor compliance with Accident Prevention Plans (APP) and applicable safety requirements.
- Document safety issues on CMR Daily Log.
- Take appropriate photographs that document construction progress and problems such as capturing items that will not be seen later, etc.
