Job Description
Educology Solutions (ESI) is seeking an experienced Business Analyst to support a Baltimore County, Maryland government client in the planning, analysis, implementation, and continuous improvement of business and technology solutions. The Business Analyst will serve as the primary liaison between business stakeholders and technical teams, ensuring business needs are effectively translated into functional requirements, system designs, and successful technology implementations.
This is a full-time, hourly position supporting a six-month government contract. The selected candidate will work in a hybrid environment and must be available to work onsite at least three (3) days per week at the client's office in Towson, Maryland, with the remaining days eligible for remote work, subject to project and client requirements. The work location and hybrid schedule are consistent with the client solicitation.
The ideal candidate will possess strong analytical, communication, and problem-solving skills, along with experience gathering and documenting business requirements, facilitating stakeholder engagement, supporting system implementations, coordinating testing activities, and identifying opportunities to improve business processes and operational efficiency. Experience supporting government technology initiatives and working within structured project management and software development environments is highly desirable.
Position Requirements
• Bachelor’s degree in business administration, Information Systems, Computer Science, Public Administration, Healthcare Administration, or a related discipline.
• Minimum of 10 years of experience as a Business Analyst supporting technology or business transformation initiatives.
• Experience supporting federal, state, or local government programs.
• Knowledge of Software Development Life Cycle (SDLC) methodologies, including Agile, Scrum, Waterfall, and Hybrid approaches.
• Experience eliciting and documenting business and functional requirements.
• Strong analytical, problem-solving, and critical-thinking skills.
• Excellent written and verbal communication skills.
• Experience facilitating stakeholder meetings and requirements workshops.
• Ability to develop functional specifications, workflow diagrams, and process documentation.
• Experience with User Acceptance Testing (UAT), system validation, and defect tracking.
• Ability to manage multiple priorities while meeting project deadlines.
• Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Visio, and SharePoint).
Ideal candidate will hold one of following certifications:
• Certified Business Analysis Professional (CBAP)
• PMI Professional in Business Analysis (PMI-PBA)
• Agile Certified Practitioner (PMI-ACP)
• Scrum Product Owner Certification
• Experience working in one or more of the following environments:
o Medicaid Enterprise Systems (MES)
o Health Information Technology (Health IT)
o Public Sector Digital Transformation
o Cloud modernization initiatives
o Enterprise system implementations
• Experience with tools such as:
o Azure DevOps
o JIRA
o Confluence
o Microsoft Visio
o SharePoint
o SQL
o Power BI
• Experience working within highly regulated government environments.
