Job Description

Subcontract Administrator Manager

Job Summary: The Subcontractor Administration Manager is responsible for leading the subcontractor administration function, overseeing contract management, compliance programs, invoicing processes, and subcontractor onboarding activities. This role provides strategic direction and operational oversight for subcontractor agreements, compliance requirements, audits, and financial activities while partnering closely with Operations, Project Management, Finance, and Legal teams. The Manager develops and implements best practices, ensures regulatory and contractual compliance, drives process improvements, and leads a team of subcontractor administrators to support business objectives and project success.

Responsibilities:

  • Manage and oversee the subcontractor prequalification program and onboarding process.
  • Direct the administration, negotiation support, and distribution of subcontractor Master Agreements.
  • Provide guidance and interpretation of contract terms, modifications, and compliance requirements to Operations and Project Management teams.
  • Establish and maintain processes for reviewing contractor licenses, insurance certificates, endorsements, lien releases, and other compliance documentation.
  • Oversee the issuance and approval process for work authorizations and change orders.
  • Manage subcontractor invoicing processes and ensure timely and accurate payment approvals.
  • Lead subcontract review activities and collaborate with key stakeholders to mitigate contractual risk.
  • Serve as the primary escalation point for subcontractor and project team inquiries regarding contracts, compliance, and payment status.
  • Assist Operations with formal notifications to subcontractors for breach and cure notices.
  • Partner with Finance to support month-end and year-end close activities and reporting requirements.
  • Ensure compliance with Certified Payroll, OCIP, and other project-specific contractual obligations.
  • Oversee internal and external audit preparation, documentation, and compliance efforts.
  • Develop, document, and continuously improve subcontract administration policies, procedures, and best practices.
  • Lead, mentor, and develop a team, including workload management, performance evaluations, training, and career development.
  • Monitor departmental metrics and identify opportunities for operational efficiencies and process improvements.
  • Collaborate cross-functionally with Operations, Finance, Legal, Procurement, and Executive Leadership on strategic initiatives.
  • Lead special projects and other duties as assigned.

Supervisor Duties:

In accordance with applicable Company policies/procedures and Federal/State laws, will perform the following supervisory responsibilities: planning, assigning, and directing work; coaching and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Required Qualifications:

  • Bachelor's degree in Business Administration, Construction Management, Contract Management, Finance, or a related field.
  • 7+ years of experience in construction contract administration, subcontract management, compliance, or a related field.
  • 3+ years of leadership or people management experience.
  • Strong knowledge of construction contracts, insurance requirements, compliance documentation, and risk management practices.
  • Advanced proficiency with Microsoft Office applications, including Excel, Word, and Outlook.
  • Strong understanding of contractor licensing, certificates of insurance, lien releases, Certified Payroll, AIA billing, retention and audit requirements.
  • Demonstrated ability to lead teams, manage priorities, and drive process improvements.
  • Excellent analytical, organizational, and problem-solving skills.
  • Strong communication and interpersonal skills with the ability to influence stakeholders at all levels.
  • Construction project accounting and invoicing experience.
  • Proven ability to manage multiple priorities and meet deadlines in a fast-paced environment.

Preferred Qualifications:

  • Bachelor's degree in Business Administration, Construction Management, Contract Management, Finance, or a related field.
  • 10+ years of experience in construction contract administration, compliance, or subcontractor management.
  • Experience leading a subcontract administration, compliance, contracts, or procurement team.
  • Extensive knowledge of Certified Payroll, OCIP, and subcontractor compliance programs.
  • Experience developing and implementing contract administration policies and procedures.
  • Familiarity with ERP, construction management, and contract management systems.
  • Strong understanding of construction industry regulations, subcontractor risk management, and audit controls.
  • Experience leading cross-functional initiatives and business process improvement projects.

Additional Information:

  • Working Hours: This position generally works Monday- Friday, overtime and on call when necessary
  • Travel Requirements:Occasional travel may be required to visit branch office to provide support and training as needed.
