This opportunity is ideal for a senior-level HR and workforce development expert seeking to contribute to strategic international advisory missions supporting institutional capacity building initiatives. In this role, you will provide high-level guidance on human capital development, talent management, and HR system modernization within complex government and defense-related environments. The position combines remote collaboration with occasional international engagements, offering the chance to work alongside senior leadership, military stakeholders, and partner nation officials. You will play a critical role in strengthening workforce strategies, developing sustainable HR frameworks, and supporting organizational transformation initiatives. This role is particularly suited for experienced professionals with deep expertise in strategic HR operations, leadership advisory, and cross-cultural engagement.

Accountabilities:
  • Provide strategic advisory support on human resource management and human capital development initiatives within institutional capacity building programs.
  • Develop and recommend workforce development strategies, talent management frameworks, and HR policies aligned with organizational and strategic objectives.
  • Support the design and implementation of HR modernization initiatives that improve workforce effectiveness, organizational readiness, and long-term sustainability.
  • Collaborate with senior-level stakeholders, including civilian and military leadership, to strengthen HR systems, governance structures, and talent management practices.
  • Facilitate workshops, advisory sessions, and group discussions in both virtual and in-person environments to support knowledge transfer and operational alignment.
  • Contribute to strategic planning efforts related to workforce capability development, organizational transformation, and leadership support functions.
  • Provide subject matter expertise in support of international engagement activities, including coordination with partner nation representatives and institutional stakeholders.
  • Assist with post-engagement follow-up activities, reporting, and recommendations to ensure continuity and long-term program impact.
Requirements:
  • Previous service as a retired O-5/O-6 officer or E-9 with extensive leadership experience in military or government environments.
  • Strong background in human resource management, talent management, organizational development, or human capital development initiatives.
  • Demonstrated experience developing and implementing HR strategies, workforce policies, and talent development frameworks at a strategic level.
  • Experience supporting Joint Staff, Combatant Command, Service staff, or comparable high-level operational environments.
  • Proven ability to facilitate professional engagements, workshops, and collaborative sessions with senior stakeholders in both live and virtual settings.
  • Familiarity with Security Cooperation and Institutional Capacity Building programs involving international or partner nation collaboration.
  • Experience working with senior civilian or military officials, including ministerial and general staff leadership.
  • Knowledge of operations and regional engagement within the AFRICOM Area of Responsibility is highly preferred.
  • Active U.S. Secret Security Clearance is required.
  • Strong communication, leadership, analytical, and cross-cultural collaboration skills.
  • Ability to support periodic international travel engagements and flexible workload requirements.
