Position Overview:
The Deputy Program Director for Operations / Site Safety Officer (DPD-O/SSO) is a dual-function senior leadership role responsible for supporting the Program Director in overseeing the full scope of daily operational execution at Anovaeon’s ICE processing facility, while simultaneously serving as the facility’s designated Site Safety Officer. This position requires a leader who can operate fluidly across both the operational and safety domains — driving processing efficiency and staff performance while embedding a culture of safety, risk awareness, and regulatory compliance into every aspect of facility operations.
The DPD-O/SSO provides direct oversight of supervisory staff, coordinates cross-functional operational workflows, and ensures that all processing activities are executed in accordance with government procedures and contractual expectations. In the Site Safety Officer capacity, this role owns the facility’s safety program, serves as the primary point of contact for safety-related compliance, and ensures that all personnel operate within a safe, compliant, and well-prepared environment. This position serves as the acting operational lead in the absence of the Program Director.
Key Responsibilities/Essential Functions:
Operational Leadership & Program ExecutionSupport the Program Director in managing daily case processing operations across all shifts, ensuring activities are executed efficiently and in alignment with government procedures and contractual requirements. Monitor operational workflows, identify bottlenecks or inefficiencies, and drive continuous improvement in processing coordination and throughput.Assist in developing, implementing, and updating operational policies, standard operating procedures, and process improvement initiatives.Provide direct leadership and guidance to Processing Site Supervisors and frontline operational staff, setting clear expectations for performance and accountability.Serve as the acting Program Director for operational functions during periods of absence, ensuring uninterrupted program continuity.Incorporate safety considerations into all operational planning, shift handoffs, and process changes, ensuring safety is never treated as secondary to throughput.Site Safety Program ManagementServe as the facility’s designated Site Safety Officer, owning the development, implementation, and continuous improvement of the site safety program.Conduct regular safety inspections and walkthroughs of the processing floor, administrative areas, and facility common spaces to identify and remediate hazards proactively.Develop, maintain, and deliver safety training programs for all personnel, including onboarding safety orientation, emergency response procedures, and role-specific safety requirements.Maintain compliance with all applicable federal, state, and contractual safety regulations, including OSHA standards, DHS/ICE facility requirements, and Anovaeon’s internal safety policies.Investigate workplace incidents, near-misses, and safety concerns; conduct root-cause analysis and implement corrective action plans to prevent recurrence.Maintain all required safety documentation, inspection records, incident reports, and regulatory filings in audit-ready condition.Serve as the primary liaison with government oversight personnel, external inspectors, and regulatory bodies on all matters related to site safety and emergency preparedness.Staff Supervision & Workforce ManagementProvide direct supervision and developmental support to Processing Site Supervisors, fostering a high-performing, safety-conscious operational team.Assist with scheduling, staffing coordination, and shift coverage planning to maintain adequate operational capacity across 24/7 facility operations.Monitor workforce performance, provide coaching and corrective feedback, and support formal performance management processes.Support onboarding and training of new processing personnel, ensuring all staff receive both operational and safety orientation before beginning independent duties.Promote a team culture in which safety reporting, hazard identification, and near-miss disclosure are encouraged and recognized — not penalized.Processing Operations CoordinationOversee the daily workflow of case processing teams, ensuring the timely and accurate completion of all administrative processing tasks.Ensure effective coordination between Case Processing Specialists, Case Processing Aides, and supervisory personnel to maintain documentation accuracy and compliance.Monitor processing activities to identify documentation gaps, workflow disruptions, or compliance concerns, and implement corrective actions promptly.Integrate safety protocols into processing floor operations, including ergonomic standards, emergency egress awareness, and incident response readiness.Cross-Functional & Facility CoordinationCoordinate with facility leadership and multidisciplinary operational teams — including corrections personnel, medical staff, IT teams, and other contractors — to ensure smooth interdepartmental workflows.Facilitate detainee movement and operational coordination across facility functions, ensuring safety and compliance at all stages.Serve as a central point of contact for safety-related communications between Anovaeon staff, government facility leadership, and external regulatory or oversight personnel.Participate in facility-wide emergency planning, drills, and after-action reviews; ensure all Anovaeon staff are prepared to execute emergency protocols effectively.Quality Assurance & ComplianceSupport the implementation and ongoing oversight of quality assurance processes across case processing operations, ensuring accuracy, consistency, and regulatory compliance.Conduct regular reviews of operational documentation, processing workflows, and safety records to verify adherence to government policies, contractual requirements, and Anovaeon standards.Identify operational and safety gaps, develop corrective action plans, and track remediation to closure.Ensure that safety compliance and operational compliance are treated as equally critical components of the facility’s quality assurance framework.Communication & ReportingProvide regular operational and safety updates to the Program Director, escalating significant issues, incidents, or compliance concerns promptly.Communicate operational priorities, workflow updates, and safety bulletins to supervisory staff and frontline personnel.Document significant operational events, safety incidents, near-misses, workflow challenges, and staffing concerns in accordance with Anovaeon and government reporting requirements.Support preparation of operational and safety reports, compliance documentation, and status updates as required by leadership or government partners.Required Qualifications & Core Competencies:
Bachelor's degree preferred; relevant professional experience may substitute for formal education.Minimum of 7–10 years of experience in administrative operations, government program support, case processing, or facility management environments.Minimum of 3–5 years of supervisory or operational leadership experience, including experience managing multi-shift or 24/7 operational environments.Demonstrated experience in a Site Safety Officer, safety coordinator, or equivalent safety management role strongly preferred.Relevant safety certifications (e.g., OSHA 30, First Aid/CPR, COSS, or equivalent) preferred or required within 90 days of hire.Experience supporting federal government programs, detention operations, immigration processing, or law enforcement support programs strongly preferred.Strong operational leadership and team coordination skills, with a demonstrated ability to manage complex workflows in high-tempo environments.Working knowledge of occupational health and safety principles, OSHA standards, and safety program management in operational or government facility environments.Proven ability to integrate safety practices into daily operations without disrupting mission-critical workflows.Strong problem-solving, organizational, and decision-making abilities under pressure.Excellent written and verbal communication skills, with the ability to convey complex operational and safety information clearly across all levels of the organization.Ability to manage competing priorities while maintaining operational standards and safety compliance.Proficiency with Microsoft Office applications, administrative systems, and safety documentation platforms.Desired Skills:
Experience in a correctional or detention environment.Experience with emergency management or incident command systems (ICS/NIMS).Conditions of Employment:
