Position Summary:

The IT Project Manager-Journeyman provides project management, coordination, and leadership support for the USCG Aviation Logistics Center (ALC), Information Systems Division (ISD). This position leads and coordinates configuration management, change control, quality assurance, software testing and release activities, technical documentation, and related project requirements across the ALC ISD system portfolio. The IT Project Manager works closely with USCG stakeholders and multidisciplinary technical teams to ensure activities are properly planned, scheduled, documented, tracked, and executed in accordance with established USCG management processes, project requirements, and contractual obligations.

Primary Responsibilities:

  • Lead and coordinate day-to-day project activities for Configuration Management, ensuring work aligns with Government priorities, schedules, contract requirements, and established configuration management processes.
  • Coordinate management of IT baseline system configurations across the ALC ISD system portfolio in accordance with system-specific Configuration Management Plans and the USCG Configuration Management Handbook.
  • Oversee configuration and change-control governance to ensure changes are evaluated, documented, tracked, tested, approved, released, and maintained under version control.
  • Coordinate Design Review Board (DRB), Local Configuration Control Board (LCCB), and Integrated Configuration Control Board (ICCB) activities, including scheduling, stakeholder coordination, action-item tracking, documentation, and reporting.
  • Coordinate software testing, quality assurance, quality control, and promotion/release activities, including release discrepancy tracking and maintenance of regression-testing documentation.
  • Ensure version control is maintained for approved changes at applicable system layers and that configuration baselines remain accurate, controlled, and traceable.
  • Coordinate development and maintenance of Configuration Management SOPs, process guides, data dictionaries, technical documentation, validation documentation, test plans, and related business-process artifacts.
  • Coordinate creation, review, and maintenance of technical and architectural artifacts, including network diagrams, system flow diagrams, operational resource flow diagrams, system interface diagrams, and physical and logical data models.
  • Plan and manage project cost, schedule, resources, milestones, dependencies, risks, issues, training needs, and deliverables; conduct regular project/team meetings to assess progress and resolve issues.
  • Perform gap analysis and maintain traceability between project plans, requirements, change requests, and approved configuration baselines.
  • Facilitate collaboration across Configuration Management, Development, Operations, Information Assurance, Engineering, Quality Assurance, Business Analysis, and other ISD stakeholders to support controlled system changes and releases.
  • Generate periodic status reports and metrics for Government and Contractor leadership, including project progress, change-request metrics, risks, issues, accomplishments, deliverable status, and release discrepancies.
  • Support required deliverables, including DRB/LCCB/ICCB reporting, release discrepancy reports, version-control verification, and updates to system/network/data architecture artifacts.
  • Provide comprehensive project management support for IT operations and engineering initiatives and perform on-demand engineering and project management reviews as required.
  • Provide improvement and innovation recommendations consistent with current technology, Agile/DevSecOps practices, and configuration management best practices.

Skills and Qualifications:

  • Demonstrated knowledge of IT project management, configuration management, change control, quality assurance, testing, release management, and software/system lifecycle processes.
  • Working knowledge of Agile, DevSecOps, Systems Engineering Life Cycle (SELC), and enterprise IT environments.
  • Ability to manage project schedules, resources, risks, issues, dependencies, requirements traceability, and status reporting across multidisciplinary technical teams.
  • Ability to facilitate technical governance and change-control meetings and communicate effectively with Government stakeholders, technical personnel, and senior management.
  • Strong organizational, analytical, documentation, problem-solving, and written/verbal communication skills.
  • Ability to interpret technical requirements and translate Government priorities into executable project plans, assignments, deliverables, and measurable outcomes.
  • Familiarity with configuration-management repositories, change-management/ticketing tools, version-control practices, test documentation, and technical/architecture documentation is preferred.
  • Industry-recognized project management certification, such as Project Management Professional (PMP), is preferred where applicable.

Required Education and Experience:

  • Bachelor's or associate degree in Computer Science, Mathematics, Information Technology, Engineering, Business Management, or a related field; or, at minimum, an applicable IT certification (e.g., Project Management Professional (PMP)). Two (2) years of relevant experience may substitute for one (1) year of education.
  • Two (2) years of experience providing technical direction, change management, process improvements, and project management.
  • One (1) year of supervisory experience in addition to the two (2) years of experience listed above.

Preferred Certifications:

  • CompTIA Security+
  • PMP Certification
  • Additional certifications (Scrum Master (CSM), Network+, AWS Certified Cloud Practitioner, Certified AWS Certified Cloud Practitioner or Microsoft Azure Fundamentals, ITIL Foundation, or other equivalent certifications) are a plus

Clearance:

  • US Citizenship required
  • Must be able to obtain a favorable Tier 1 background investigation (Public Trust) for access to unclassified systems.
