FLSA DESIGNATION: Non-Exempt

JOB SUMMARY:

Under direction, the Health Services Program Manager provides leadership, planning, coordination, oversight, and direction for one or more clinical or public health programs within Health Services. This position serves as support staff to medical providers and clinical staff by assisting with daily health service operations. The Health Services Program Manager ensures that program objectives align with departmental goals, regulatory requirements, and evidence-based healthcare practices.

DISTINGUISHING CHARACTERISTICS:

This position is responsible for the comprehensive oversight and management of one or more health programs, including the development and administration of program budgets, the establishment of goals and measurable objectives, and the implementation of evaluation and quality improvement methods. Unlike the Health Services Education Specialists, the Health Services Program Manager is accountable for ensuring program compliance with medical, clinical, and public health regulations, conducting in-depth data collection and analysis, evaluating program effectiveness, and preparing timely and accurate reports for internal and external stakeholders.

This role may require licensure or certification, depending on program focus, and provides programmatic guidance and technical support to Health Services Education Specialists, Health Services Peer Specialists, and other support staff. The position may also include direct supervision of personnel, coordination of clinical operations to optimize patient care outcomes, and program success.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develops, implements, and monitors short- and long-term goals for one or more clinical or public health programs, ensuring alignment with departmental priorities and patient care outcomes.
  • Ensures program operations comply with all applicable federal, state, and local regulations, including healthcare, public health, and patient privacy requirements (e.g., HIPAA, Medi-Cal, Medicare).
  • Represents Health Services programs at local, regional, and state meetings, advisory boards, and coalitions, advocating for program needs and contributing to healthcare policy discussions.
  • Collects, analyzes, and maintains program data, including clinical, fiscal, and operational metrics, to prepare reports for regulatory compliance, performance evaluation, and continuous quality improvement.
  • Conducts program evaluations to assess effectiveness, patient outcomes, and adherence to evidence-based practices, making recommendations for improvement.
  • Guides and supervises program staff, including Health Education Specialists, Peer Specialists, and Health Coaches, ensuring that program goals, protocols, and clinical procedures are followed.
  • Establishes and maintains collaborative relationships with healthcare providers, community-based organizations, public health agencies, and other stakeholders to coordinate services and optimize patient and community health outcomes.
  • Provides oversight for public health and community-based initiatives, including Healthcare Coalition activities, home visiting programs, nutrition and wellness education, disease prevention, and tobacco cessation programs.
  • Leads program development, policy implementation, and compliance monitoring to ensure consistent, high-quality service delivery in clinical and community settings.
  • Develops and manages program budgets, monitors expenditures, and ensures efficient allocation of resources in accordance with fiscal policies and regulatory requirements.
  • Provides guidance and support to clinical, administrative, and fiscal staff, ensuring smooth program operations and adherence to healthcare protocols.
  • Facilitates cross-training for administrative and clinical support staff to maintain operational continuity and knowledge sharing.
  • Plans, organizes, and facilitates community meetings, coalition activities, and public health outreach events.
  • Assists Program and Branch Directors with strategic planning, operational oversight, and program reporting.
  • Participates in state audits, compliance reviews, and regulatory inspections to ensure adherence to clinical, fiscal, and programmatic standards.
  • Actively participates in key committees and workgroups, such as Cultural Competency, Quality Improvement Committee (QIC), and Fiscal Wellness, contributing to departmental initiatives and program enhancement.
  • Provides direct services to clients in the area(s) to which assigned.

QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES (KSA’S):

Knowledge of:

  • Administrative principles and practices, including goal setting, program planning, development, implementation, and evaluation within a healthcare or public health context.
  • Principles and practices of health program management, including delegation, supervision, and oversight of clinical and administrative staff to ensure high-quality, compliant service delivery.
  • Techniques for understanding and effectively communicating with individuals from diverse cultural, socioeconomic, and medical backgrounds.
  • Budgetary and statistical methods, data analysis, and evaluation techniques to assess program effectiveness, clinical outcomes, and operational efficiency.
  • Business and healthcare computer applications, including electronic health records (EHR), scheduling systems, statistical analysis software, and reporting tools.
  • Federal, state, and local healthcare regulations and funding requirements, including HIPAA, Medi-Cal, Medicare, and other public health program standards.
  • Principles of grant writing, funding acquisition, and grant administration, particularly for health services or community-based programs.

Skill in:

  • Developing, implementing, monitoring, and evaluating program goals, clinical initiatives, and public health interventions to improve patient care and community health outcomes.
  • Supervising, training, and guiding program staff, including clinical and administrative personnel, to ensure compliance with program objectives, clinical protocols, and regulatory requirements.
  • Interpreting, explaining, and applying healthcare policies, procedures, and regulations to staff, clients, and stakeholders.
  • Establishing and maintaining collaborative relationships with internal teams, healthcare providers, patients, community partners, and public health agencies.

Ability to:

  • Exercise independent judgment, problem-solving, and decision-making in clinical, administrative, and community health scenarios.
  • Communicate effectively, both orally and in writing, with patients, medical staff, administrative personnel, and community stakeholders.

EXPERIENCE AND TRAINING:

Any combination of knowledge and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and experience would be:

Graduation from an accredited four-year college or university with a major in health education, public health, social science, public relations, community development, or a related field, and two (2) years of professional-level experience in a program or area closely related to the assigned program,

or

Six (6) years of professional-level experience in health education, public health, social science, public relations, community development, or a closely related field.

Special Requirements:

Possess a valid California Class C driver’s license. Exceptions to this requirement may be considered on a case-by-case basis. Possess a specific professional certification (such as LVN, RN, or RDH), as required by program guidelines.

FLSA Status is dependent upon meeting the qualifications for the exemption test. All the following must be met for the status to be Exempt. Upon meeting the Exempt status, a certification form will need to be completed to accompany the Personnel Action Notification (PAN) form.
