Job Description
The Contract Project Manager will serve as the key personnel lead responsible for managing contractor performance under CISA’s Operational Model Transformation Support Services effort. This role will oversee the planning, execution, staffing, coordination, and delivery of services supporting operational assessment, implementation, administrative support, and operational transformation activities.
The Contract Project Manager will be responsible for ensuring that the contractor team delivers high-quality, timely, and coordinated support aligned with the Statement of Work. This position will manage the task order, coordinate personnel and subcontractors, oversee schedule and performance requirements, monitor cost and resource considerations, and serve as a primary management interface with Government stakeholders.
The ideal candidate will have strong federal project management experience, experience managing professional services or organizational transformation efforts, and the ability to lead multidisciplinary teams in a dynamic government environment.
Key ResponsibilitiesTask Order Management- Manage day-to-day execution of the Operational Model Transformation Support Services task order.
- Oversee contractor performance across operational assessment, implementation, administrative support, and operational support activities.
- Ensure contract tasks are executed in accordance with the Statement of Work, schedule requirements, and Government expectations.
- Balance technical performance, schedule requirements, cost considerations, staffing needs, and subcontractor oversight.
- Maintain awareness of project risks, issues, dependencies, milestones, and deliverables.
- Develop and maintain management processes, tools, metrics, and reporting methods to support successful contract execution.
- Serve as the contractor’s primary management point of contact for task order execution.
- Coordinate communication between contractor personnel, subcontractors, consultants, and Government stakeholders.
- Establish clear lines of authority, communication, escalation, and decision-making across the project team.
- Support recurring meetings, status updates, action item tracking, and Government briefings.
- Communicate project progress, risks, staffing status, deliverable status, and recommended corrective actions clearly and professionally.
- Manage staffing plans and ensure the right labor categories are aligned to each task in the Statement of Work.
- Coordinate recruitment, onboarding, retention, and replacement of contractor personnel.
- Develop plans to maintain continuity of operations during absences, vacancies, or staff transitions.
- Ensure proposed personnel have the skills, experience, and availability needed to support contract requirements.
- Monitor staff performance and ensure contractor personnel understand their duties, reporting lines, and responsibilities.
- Manage subcontractor or consultant involvement, if applicable.
- Define subcontractor roles, responsibilities, work areas, and reporting expectations.
- Monitor subcontractor performance to ensure quality, schedule adherence, and alignment with contract objectives.
- Ensure subcontracted work is integrated into the overall project management structure.
- Maintain clear oversight of prime and subcontractor team composition.
- Lead contractor coordination for operational model transformation activities.
- Support operational assessment activities by coordinating personnel, schedules, inputs, interviews, data collection, documentation, and analysis activities.
- Support implementation activities by tracking milestones, coordinating stakeholders, managing risks, and ensuring planned actions are executed.
- Support administrative and operational support activities needed to keep the transformation effort organized, documented, and progressing.
- Help translate Government priorities into actionable project plans, team assignments, and measurable outcomes.
- Oversee development, review, and timely submission of contract deliverables.
- Ensure work products are accurate, complete, professional, and responsive to Government requirements.
- Maintain internal quality control processes for reports, briefings, plans, schedules, meeting materials, and project documentation.
- Track Government feedback and ensure revisions or corrective actions are completed promptly.
- Ensure project documentation is organized, current, and accessible to authorized stakeholders.
- Experience managing federal government professional services, management consulting, organizational transformation, operational improvement, or program support contracts.
- Experience managing task order execution, staffing, schedules, deliverables, subcontractors, risks, and client communication.
- Experience developing staffing plans and aligning labor categories to contract tasks.
- Experience supervising multidisciplinary teams in a federal contracting environment.
- Strong understanding of project management, stakeholder coordination, performance tracking, and quality control.
- Ability to communicate effectively with Government stakeholders, contractor personnel, subcontractors, and senior leadership.
- Strong written and verbal communication skills.
- Strong organizational skills and ability to manage competing priorities.
- Ability to prepare clear reports, status updates, meeting materials, action item trackers, and management documentation.
