Job Title: Subject Matter Expert, ISO and Quality Management

Position Type: Full-Time
Employment Status: Contingent Upon Contract Award
Location: Washington, DC, primarily onsite
Security Requirement: Active Secret clearance required before contract performance
Travel: Occasional travel may be required to Passport Services locations

Position Summary

The Subject Matter Expert, ISO and Quality Management will help establish, assess, and improve quality-management practices across the program. The role will examine operational processes, identify risks and inefficiencies, develop corrective recommendations, and support implementation of measurable quality and performance improvements.

Key Responsibilities
  • Advise program leadership on ISO standards and quality-management practices.
  • Support implementation and maintenance of ISO-aligned processes and documentation.
  • Conduct quality, process, and organizational-performance assessments.
  • Perform root-cause analysis and recommend corrective and preventive actions.
  • Develop performance measures, quality indicators, dashboards, and scorecards.
  • Lead process-mapping and workflow-improvement activities.
  • Support quality-plan development, implementation, and recurring updates.
  • Identify opportunities to improve efficiency, standardization, and service quality.
  • Facilitate quality workshops, working sessions, and knowledge-transfer activities.
  • Prepare executive assessments, findings, recommendations, and briefings.
  • Support continuous-improvement and transformation initiatives.
Required Qualifications
  • Master’s degree in a related field or 16 years of qualifying experience in lieu of the degree.
  • Minimum 10 years of specialized experience in ISO, quality management, process improvement, or a related discipline.
  • Recognized ISO credential.
  • Lean Six Sigma certification.
  • Demonstrated knowledge of quality-management systems, process documentation, and problem-solving methods.
  • Strong analytical, facilitation, writing, and executive-presentation skills.
  • Active Secret clearance.
Preferred Qualifications
  • Experience building, implementing, maintaining, or auditing ISO 9001 quality-management systems.
  • Experience supporting federal operational-excellence or modernization programs.
  • Experience performing organizational assessments and process-maturity evaluations.
  • Expertise in root-cause analysis, process mapping, workflow optimization, and corrective-action management.
  • Experience developing KPIs, operational dashboards, quality scorecards, and executive reports.
  • Familiarity with SAFe, Agile, or comparable delivery frameworks.
  • Experience supporting large, complex, multi-office professional-services programs.
  • Department of State or relevant federal experience.
