Role Summary

The Regional Manager owns transportation service delivery for an assigned region or contract. The role is accountable for the operational performance, staffing, compliance, and financial results of that region, and is the senior company representative to the contracting agency locally. When service fails in a region, the Regional Manager owns both the immediate recovery and the fix that prevents recurrence.

Key Responsibilities

Regional Service Delivery

  • Own daily transportation operations across all locations within the assigned region.
  • Meet contract performance standards for on-time performance, trip completion, and service quality.
  • Direct dispatch and scheduling priorities to match capacity against demand.
  • Lead service recovery when weather, staffing, or vehicle issues disrupt operations.

Workforce Leadership

  • Supervise dispatchers, drivers, and site staff; set expectations and hold the team accountable.
  • Manage staffing levels, scheduling, and overtime within budget.
  • Partner with Talent Acquisition to fill driver and dispatch vacancies ahead of service need.
  • Conduct performance management, coaching, and corrective action for regional staff.
  • Support driver retention through engagement, recognition, and prompt issue resolution.

Compliance and Safety

  • Maintain compliance with DOT, FMCSA, ADA, and contract-specific operating requirements.
  • Ensure driver qualification files, licensing, and certifications stay current.
  • Enforce vehicle inspection, hours of service, and drug and alcohol testing requirements.
  • Investigate accidents, incidents, and complaints; document findings and corrective action.

Client and Agency Relations

  • Serve as the primary local contact for contracting officers and agency representatives.
  • Respond to agency inquiries, service complaints, and performance reviews.
  • Represent the company in community and stakeholder meetings within the region.

Financial and Asset Management

  • Manage the regional operating budget, including labor, fuel, and operating costs.
  • Partner with Fleet on vehicle availability, maintenance scheduling, and utilization.
  • Report regional performance, staffing, and cost metrics to the Director of Operations.
  • Identify and implement efficiency improvements in routing, staffing, and vehicle use.

Qualifications

Required

  • High school diploma or equivalent; bachelor's degree preferred.
  • 3+ years of transportation, transit, or logistics operations management experience.
  • Demonstrated experience supervising dispatch and driver staff.
  • Working knowledge of DOT and ADA requirements for passenger transportation.
  • Valid driver's license with an acceptable motor vehicle record.
  • Sound judgment managing service disruptions, personnel issues, and agency escalations.
  • Working proficiency with dispatch, scheduling, and telematics platforms.

Preferred

  • Experience with non-emergency medical transportation, paratransit, or fixed-route transit.
  • Experience managing federal, state, or municipal transportation contracts.
  • Familiarity with CTS TripMaster, Samsara, or comparable operating systems.
  • CDL or passenger endorsement.
  • Budget ownership experience.

Split between regional offices, dispatch centers, transportation garages, and vehicles. Travel up to 40% within the assigned region. Occasional early morning, evening, or weekend availability required to support service and respond to incidents.
