Job Description
Southwind Construction, a subsidiary of Quivera Enterprises, is seeking a Site Safety & Health Officer (SSHO) to oversee and enforce safety, health, and environmental protection requirements on assigned construction projects. The SSHO ensures compliance with EM 385‑1‑1, OSHA, and project‑specific safety plans; conducts inspections; leads safety meetings; documents hazards; and works closely with the Superintendent, Quality Control Manager, Project Manager, subcontractors, and government representatives. This role is responsible for maintaining a safe work environment, preventing incidents, and ensuring all personnel follow established safety procedures.
Key ResponsibilitiesSafety Program Implementation & OversightImplement and enforce the project‑specific Accident Prevention Plan (APP).
Ensure compliance with EM 385‑1‑1, OSHA, and all applicable safety regulations.
Maintain a strong safety culture and promote safe work practices across the job site.
Ensure all personnel understand and follow safety requirements.
Conduct daily site safety inspections and document findings.
Identify hazards, unsafe conditions, and non‑compliant activities; implement corrective actions.
Inspect PPE, tools, equipment, scaffolding, ladders, and temporary facilities for compliance.
Verify operator qualifications for equipment and machinery.
Ensure proper barricades, signage, lighting, ventilation, and housekeeping.
Maintain Daily Safety Reports and submit them to the project team.
Maintain safety logs, inspection records, and hazard abatement documentation.
Document incidents, near misses, and corrective actions.
Assist with accident investigations and root‑cause analysis.
Maintain emergency contact lists, first aid logs, and safety postings.
Conduct weekly toolbox safety meetings and maintain attendance records.
Provide site‑specific safety orientations for new personnel.
Support training on fall protection, confined space entry, hazard communication, and other required topics.
Participate in preparatory meetings, stakeholder meetings, and progress meetings.
Maintain emergency action plans and ensure personnel understand procedures.
Ensure first aid kits, fire extinguishers, and emergency equipment are available and inspected.
Respond to incidents and coordinate emergency actions as required.
Work closely with the Superintendent, QCM, and Project Manager to ensure safety is integrated into planning and execution.
Communicate safety expectations to subcontractors and verify compliance.
Coordinate with government safety representatives and participate in official inspections.
Ensure subcontractors obtain required safety permits (e.g., hot work, confined space).
Support environmental compliance including SWPPP, erosion control, and waste management.
Maintain documentation for regulatory inspections and compliance audits.
U.S. Citizenship required.
Ability to obtain and maintain a government security clearance (up to Top Secret).
Minimum of 5 years of construction safety experience.
Strong knowledge of EM 385‑1‑1, OSHA 29 CFR 1926, and applicable safety standards.
Ability to interpret safety regulations, plans, and technical documents.
Strong communication, leadership, and conflict‑resolution skills.
Ability to conduct physical site inspections (walking, climbing, lifting up to 50 lbs).
Proficiency with Microsoft Office and Adobe Acrobat.
Subject to background check, drug screening, and confidentiality requirements.
Experience on federal construction projects (USACE, NAVFAC, VA, DoD).
Experience conducting accident investigations and root‑cause analysis.
Experience training personnel in safety procedures and compliance.
High school diploma/GED required; associate or bachelor’s degree in Safety, Construction Management, or related field preferred.

CHST, STS, or other professional safety certifications.
