Overview

Lynker Corporation is seeking a Fisheries Monitoring Specialist to support NOAA Fisheries’ Southeast Fisheries Science Center (SEFSC), Fisheries Statistics Division (FSD). This proposed role will assist with commercial fisheries logbook distribution, reception, quality control, data entry, validation, permit holder communications, and public outreach for SEFSC fisheries monitoring activities. *Hiring for this position will be contingent on contract award.

The SEFSC supports fisheries science across the Southeast Region, including the South Atlantic, Gulf of Mexico, and Caribbean. FSD supports the collection of fisheries-dependent information from fishery participants, including logbooks, dealer reports, dockside sampling, and related data quality control and assurance activities.



Responsibilities

Duties of the Fisheries Monitoring Specialist will include the following:

  • Assist with distribution, reception, and quality control of commercial fishermen’s logbooks required to be submitted to SEFSC for Highly Migratory Species and Coastal Fisheries.
  • Support logbooks and dealer reports from the wreckfish fishery.
  • Annually distribute logbooks via U.S. mail to permit holders, ensuring permit holders receive the correct logbook type and any required supplemental forms or notifications.
  • Travel locally via government vehicle to the post office to pick up incoming logbooks.
  • Process incoming logbooks, including stamping as received, organizing forms, and assigning schedule numbers.
  • Monitor a phone line each business day for permit holders with questions about the logbook process.
  • Respond to permit holder questions when appropriate or forward questions to upper-level staff.
  • Mail wreckfish logbook and dealer reporting forms to permit holders, as applicable.
  • Conduct data entry of various logbook and dealer reporting forms.
  • Validate various logbook and dealer reporting forms.
  • Complete annual distribution of logbooks to existing permit holders in the first half of December within five business days of the process start.
  • Pick up mail by required deadlines on designated days and notify the Chief, Fisheries Monitoring Branch or designee upon completion.
  • Process incoming logbooks from day of receipt to movement to master data within required timelines.
  • Provide responses to industry callers within four business days.
  • Complete annual distribution of wreckfish logbooks and dealer reporting forms by March 20.
  • Complete annual data entry of wreckfish logbooks and dealer reporting forms between December 1 and January 31 of the following year.
  • Participate in SEFSC-sponsored or participating outreach events, such as Open Houses and Youth/Career Fairs, to explain logbook program goals and methods to the public.
  • Submit outreach materials, including presentations, handouts, and lesson plans, for approval five days prior to public presentation.


Qualifications

The Fisheries Monitoring Specialist should have the following:

  • BS Degree in Marine Science or a related field of study; or three (3) years of relevant experience.
  • Computer literacy and experience with common word processing, database, statistical, and graphics programs.

Preferred qualifications include:

  • Experience collecting catch and effort information from commercial fishers.

Work Environment

The place of performance for this task is the Miami Lab of the SEFSC. Facility access is from 6:00 a.m. to 8:00 p.m., Monday through Friday. Personnel shall perform during normal operating hours, five days per week for the performance period, not to exceed 40 hours per week except when overtime is approved in advance. Deviations from this schedule must be coordinated with the COR. Overtime and travel are anticipated and authorized for this task order, subject to required advance approval.
