Job Description
Description:
The construction requirement is to rehabilitate the water, wastewater, and stormwater utility systems at Fort Wadsworth, Staten Island Unit. This requires the replacement of all waterline mains and distribution systems; replacement of all fire hydrants and installation of new connections for fire sprinkler system; replacement of sewer lines and manholes at Fort Wadsworth historic housing and Headquarters Area.
Requirements:Qualification:
The CMR shall possess the following qualifications:
- Technological knowledge and abilities such as utilizing the PC and accessing the internet to perform technological responsibilities utilizing the CM software management program, use of MS Teams to create and record meetings, make calls and share screens, ability to use Word, Excel, Adobe PDF, MS Project and any other software programs typically utilized for construction management services.
- Physical abilities: Ability to walk or climb daily to observe contract performance.
Technical knowledge and abilities such as:
- Ability to read, interpret and understand the Construction Contract, Plans and Specifications.
- Have knowledge of similar construction work so that the CMR can observe, document, and confirm conformance to the contract, plans and specifications.
- Have completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training. knowledge in construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, ability to inspect mock-ups.
- Ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level.
- Ability to define and document scope changes either required by the owner or a result of a differing site condition.
- Ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit.
- Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/ dollars/activities – services received by the Government that can be paid for.
- Training: Must have completed both of the following courses, within the past 5 years, at the time of award: (1) OSHA 30 Hour Construction Health & Safety; (2) Construction Quality Management for Contractors. Training must remain current (i.e. no more than 5 years old) throughout the project duration.
- Licenses: A driver’s license, valid in one of the 50 states, or U.S. territories

- Years of experience, including field of expertise and discipline with projects of similar scope and scale.
- Active professional registration or relevant certifications; year first registered, if applicable
- Other experience and qualifications relevant to the same or similar work required under this Task Order.
- List of recent and relevant projects in which the individual has worked to include name of project(s) and project location(s). Provide information regarding the project and the specific work that the CMR performed. In addition, include project owner representative contact information.
Education and/or professional qualifications:
- Construction Management
- Construction practices including waterline utility work and storm drainage.
- Working on sites with active visitation and operations.
- Working on sites with environmental conditions such as large storms
- Computer skills including use of spreadsheets, word processing, and email correspondence programs.
- OSHA 30
- MS Project skills including familiarity with baseline schedules, report generation and critical path theory.
- Education, experience, and qualifications developing and reviewing cost estimates and schedules including software used.
- Prior experience working with Federal Government Project Managers/CORs on processing change orders, requests for information, submittals, and field observation reports.
- Prior experience with resource protection measures required by government agencies to avoid and minimize construction related adverse impacts to natural and cultural resources.
- Evidence the CMR has a minimum of 5 years’ experience with the three phases of onsite control.
