The King County Solid Waste Division (SWD) is on the lookout for two (2) dynamic Career Service Strategy Analysts to join their Strategy and Performance Section. As SWD undergoes a historic transformation, they are at the forefront of deciding the future of the County’s waste management post-landfill closure. Simultaneously, the groundbreaking Re+ Program is revolutionizing how the county, its residents, and businesses handle waste, steering towards a circular economy where valuable materials are repurposed instead of discarded. This transformative shift promises to significantly reduce greenhouse gas emissions from our communities. About this Role:
The primary functions of this position are analysis, forecasting, internal consulting, business planning, and data management. You would be responsible for projects like developing the annual waste and recycling tonnage and transactions forecasts which underpin division policy discussions and rate proposals. You would also work with the rates and budget team to track and interpret tonnage actuals in light of local economic trends. In addition to forecasting and analysis, this position supports the work of other sections through business planning and consulting (e.g.facilitating planning workshops, work planning, and helping project managers develop their scope and project charters). You would provide analysis support for a variety of other related projects and conduct ad hoc analysis at the transfer station and seasonal level. The work this position engages in helps support planning for capital projects, rate and budget proposals, internal business planning, and more.

About the Team:
This position will be working on the Strategy Team whose core work is long term planning, data analysis, forecasting,and acting as an internal consulting team for the whole division. In this section you will get to interact with individuals and teams throughout the division and with external partners on a variety of projects. Working on this team really provides an opportunity for folks to see a larger picture than most teams in the division.

What You Will Be Doing:

  • Waste tonnage forecasting; modeling future waste tonnage across the division and working with the rate and budget team to incorporate waste reduction modeling into an annual forecast and periodic updates.

  • Data gathering and analysis across a variety of projects including actual waste tonnages vs. forecast, determining trends in waste generation and disposal, program evaluation, forecasting, and analysis, etc.

  • Supporting business planning and program improvement efforts using established business development and facilitation tools.

  • Documenting and presenting on information to section, division, and department leadership as well as to advisory committees and other partners.


Qualifications You Bring:

  • Quantitative skills (including forecasting) and skills in applying quantitative and qualitative analytical methods; may include skills in applying statistical analysis
  • Skills in gathering, manipulating and using data utilizing a computer and other tools (especially economic and waste data)
  • Working knowledge and skill in project management techniques and principles.
  • Strong oral and written communication skills, including the ability to communicate technical information to non-technical audiences and elected officials.
  • Skill in working effectively as a team member to coordinate accomplishment of tasks
  • Skilled in working with internal teams/committees and effective engagement with a diverse set of employee teams and workplace cultures including those in skilled trades.

It Would Be Great If You Also Bring:

  • Demonstrated experience applying equity and social justice principles and practices in a government setting.
  • Experience with enterprise financial systems such as Oracle or SAP.
  • Bachelor’s degree in Economics, Business or Public Administration, or the equivalent combination of education and experience to perform the duties of the position.
  • Knowledge of solid waste forecasting practices and principles.

Working Conditions:

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting (i.e. team and division meetings) requirements two or more times per month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life balance and reduces carbon footprint under the department’s vision of Green Where We Work.
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.
  • Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
  • Union Representation: This position is represented by Teamsters 117 Professional & Technical.
