About This Position

Position Vacancy: Harbor Dept. – Seasonal/Temporary Harbor Maintenance/Operations Specialist (Part-Time)

Performs maintenance and operational duties with the CBS Harbor system.

The principal function of an employee in this class is to ensure a clean, safe, and working environment for harbor operations within the City & Borough of Sitka. The work is performed under the direct supervision of the Deputy Harbormaster and Harbor Maintenance Supervisor.

Examples of Essential Duties:

  • Performs dock repair, including replacing planks, repairing cracked cement, tightening cleats and hose bibs, repairing and/or replacing hinge plates.
  • Performs preventive maintenance, troubleshooting and adoption of harbor equipment for staff use.
  • Monitors all structures within harbors and informs the Harbor Maintenance Supervisor and/or Harbormaster of any serious maintenance needs.
  • Notifies Harbormaster of all emergencies within the harbor system, including oil spills ,boat fires ,moorage or structure fires, sinking/sunken vessels, tsunami alerts/conditions and any evidence of major crimes.
  • Maintains clean, orderly and safe floats and docks, including the removal and disposal of all debris material.
  • Monitors all vessels within municipal Harbors to ensure that vessels are authorized, maintains a computerized inventory, assigns temporary moorage to transient vessels registers transient vessels and advises owners of billing and payment procedures
  • Performs other related duties as assigned.


  • Skill in the operation of boats is a plus.

Essential Physical Abilities:
  • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, permits the employee to communicate effectively.
  • Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to monitor operations within the harbor system.
  • Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate vessels and perform harbor maintenance
  • Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, permits the employee to inspect all areas of the harbor system
  • Ability to lift and move 50 pounds on a regular basis
  • Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 50 pounds, or heavier weights with assistance or the use of proper equipment
  • Employees working in this field are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, hazards, vibration, confined workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees are requited to wear appropriate attire for the work assigned

  • HS Diploma or GED; and
  • Possession of a driver's license issued by the State of Alaska
  • Some training or experience in the general maintenance trades; and
  • Specific harbor operations or maintenance experience, preferred; or
  • Any equivalent combination of experience, education, and training which provides the knowledge, skills, and abilities necessary to perform the work

Working Conditions:

  • Primarily works in the field outside, often in inclement weather with related hazards
  • Field work exposes employee to environmental factors such as loud noises, vibrations of hand-held equipment, small and confined spaces, and known hazards involving water, chemicals, electrical, mechanical, physical substances, and fumes
  • When rendering aid to others, employee may be exposed to blood and body fluids

Specific Physical Requirements:

  • Daily physical movement (walking, standing, sitting, bending, kneeling, stooping, climbing) throughout the workday sometimes on uneven and slippery surfaces
  • Daily use of hand tools and other equipment necessary to perform maintenance duties
  • Frequent lifting, carrying, pushing, or pulling materials or objects up to 50 pounds with or without the assistance of proper equipment

General Physical Requirements:

  • Sufficient clarity of speech and hearing or other communication capabilities which permits the employee to communicate effectively in person and over the telephone or radio
  • Sufficient vision which permits the employee to read printed materials and on a computer screen and to observe Harbor operations
  • Sufficient manual dexterity which permits the employee to operate computers, other hand and power tools and equipment
  • Sufficient personal mobility and physical reflexes which permits the employee to work in the field with sufficient strength and stamina to perform medium to heavy physical work
