Lead Program Manager - CISA ECD at INSIGHT TECHNOLOGY SOLUTIONS LLC – Virginia

Insight Technology Solutions is pursuing an opportunity to provide programmatic services for the Cybersecurity Infrastructure Security Agency (CISA), Emergency Communications Division (ECD). These services provide capabilities necessary to influence policy areas, including promoting interoperable communications, and strategic outreach to emergency communications champions, at the Federal, State, Local, Tribal, Territorial, and International (FSLTTI) agency levels. As part of this effort, Insight is looking to identify a Lead Program Manager.

Responsibilities:

• Provide technically proficient personnel with broad subject matter expertise in public safety operations, interoperability, and emergency communications (examples include but are not limited to: Law Enforcement (LE), Fire and Rescue (FR), Emergency Medical Services (EMS, and Public Safety Answering Point (PSAP), and the systems that they use to accomplish their missions).
• Provide subject matter expertise, administrative, technical, and analytical expertise to current and future homeland security and emergency communications initiatives resulting from Public Safety Stakeholder engagement activities as directed by the Government (examples include but are not limited to stakeholder engagement, processes, technologies, and protocols necessary to develop, implement, and assess a broad range of existing and proposed planning documents and products).
• Provide input to ad-hoc stakeholder requests for information and analysis regarding emergency communications policy development, status, and assessment.
• Identify, investigate, and compile capabilities to include and as directed by the Government, stakeholder requirements, Governance bodies, standards bodies, manufacturers, service providers and/or implementers.
• Identify, assess, and record the internal and external regulations, policies, processes, and standards that impact emergency communications and the delivery of federal financial assistance programming and support federal staff as they manage the development and evaluation of proposed policy modifications and recommendations affecting the management and operations of programs.
• Assist in developing program management plans for accomplishing the effort required. These plans shall describe the administrative functions, technical approach, organizational resources, management controls and quality assurance monitoring that the Contractor will employ to meet the cost, performance and schedule requirements throughout the task order period of performance.
• Provide monthly reviews that include metrics and charts illustrating the performance during the current month, and projections for the months remaining in the period of performance.

Qualifications:

• Must possess an active PMP certification
• 10+ years of relevant experience (preferable withing a CISA or DHS setting)
