About This Position
This position leads a team that supports a variety of child welfare needs. Supervision and administration responsibilities include the County’s programs for child protection, intake, adoption services, and foster care and day care licensing. Success in this role requires an appreciation for being involved in a family’s life in a time of crisis, strong leadership skills, the ability to solve complex problems, and the disposition to thrive with a variety of unpredictable work.

| Responsible for Social Service Administration for Child Protection, Child Welfare, Intake, Adoption Services, Foster Care Licensing and Family Child Care Licensing. Administers all programs in compliance with Federal and State Regulations. Reviews, analyzes and interprets legislation, Department of Human Services (DHS) manuals, bulletins and messages. Performs program analysis and needs assessment and suggests modification in procedures. | Daily 10% | C4 |
| Responsible for supervision of Social Workers, and other support staff assigned to the program areas of Child Welfare, Intake, Adoption Services, Foster Care Licensing and Family Child Care Licensing. Provides case consultation, case planning, case direction and case management. | Daily 15% | C4 |
| Establishes, oversees and manages program budgets and grants. Authorizes programmatic expenditures. Reviews and modifies budgets as necessary to sufficiently meet service needs in the agency. Based on caseload trends and changes in programs, forecasts budget and service allocations accordingly. | Monthly 5% | C4 |
| Manages and facilitates effective relationships and collaborations between the agency and other organizations. Represents the County or Department in community meetings. Collaborates, plans and participates in community outreach to promote and educate others. Evaluates service delivery and provides feedback to contracted providers. | Daily 10% | C4 |
| Provides training, direction and consultation to staff regarding the court processes involved with Child Protection, Child Welfare, and Licensing. Represent the agency during appeals and reconsideration proceedings. Maintain effective working relationship with County Attorney’s office, DHS and other organizations throughout court proceedings. | Daily 10% | C4 |
| Intervenes and assists staff to resolve situations by interviewing clients when special problems or crises arise, listens to concerns, grievances and recommends/takes appropriate action. Handles emergency situations when necessary. Oversees On-Call social worker services. Provides consultation after business hours for all social services staff members. | Daily 5% | C4 |
| Establishes, oversees and manages out of home placement process for children. Provide consultation to individual staff as well as participate in Juvenile Screening Team to approve placements. | Weekly 5% | C4 |
| Reviews case records, time reporting, and program data to ensure that agency and state policies, rules and regulations are adhered to and proper social services practices are being observed. Has knowledge of the legal process. | Monthly 10% | C4 |
| Acts as the point of data release for the assigned program area, reviewing necessary statute and consulting with the Health and Human Services Director, Human Resources Director, and County Attorney, as needed. | Weekly 10% | C4 |
| Recruits and selects personnel for the unit. Trains new staff and monitors the progress of new staff. Evaluates staff performance and recommends appropriate action. Provides coaching and mentoring. Selects, trains and oversees interns within the unit. | Daily 15% | C4 |
| Demonstrates ability to communicate effectively with staff, clientele and the public. Role models good working relationships with staff, clients and the public. | Daily 5% | C4 |
| Contributes to the achievement and mission of the department and individual unit goals. Directs staff meetings, individual meetings, facilitates workgroups, plans and attends trainings, and provides leadership and support to make complex decisions. Minimum Qualifications
- A valid driver’s license; and
- Bachelor’s degree in a social or behavioral science field, and 4 years of experience as a social worker; or
- Master’s degree from an accredited college or university in clinical psychology, social work, counseling psychology, human service administration or closely related field, and 1 year of experience as a social worker
