About This Position
Under general supervision of the City Manager's Office and working collaboratively with the Safety, Health and Wellness team, the Behavioral Health Services Program Manager provides specialized behavioral and recovery-oriented health services. This position works alongside a multidisciplinary team to enhance the health and wellbeing the city's employees and family members. This position is responsible for developing and implementing crisis intervention methods, and recommending and referring outpatient services as needed for the workforce and the community. The Behavioral Health Services Program Manager may refer individuals to outside sources of counseling, crisis intervention and educates on various stress management techniques. This position provides guidance in the de-escalation of situations involving individuals suffering from mental illnesses. Employees in this classification function in an “on call, 24-hour” basis for response to supervisory consultations, emergencies or critical incidents.

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving.
- Provides employees with resources centered on individual, family, and group counseling services.
- Acts as a Crisis Intervention Team (CIT) Coordinator handling the administrative, training, and operational aspects of the program. The CIT Coordinator shall collaborate with mental health professionals to develop an education and response protocol.
- Responds to referrals from the Safety, Health and Wellness team, and/or Fire and Police Departments to provide appropriate resources.
- Develops and implements individualized resilience and wellness strategies, educating employees on adaptive coping skills that support sustained recovery and overall psychological well-being.
- Develops and implements mental health and substance abuse training for staff, supervisors and peer support team members to enhance the city's ability to respond effectively to behavioral health issues that arise.
- Attends and contributes to staff meetings, in-service and outside agency training sessions, and assumes responsibility for participating in activities which further professional growth and development.
- Provides counseling and support to employees on stress management, interpersonal relationship, and workplace coping strategies.
- Drives continual improvement of the city's Behavioral Health Access Program (BHAP) and treatment resources available to clients.
- Provides operational information and statistical data for management use; may prepare statistical reports and summaries; prepares complete and accurate case notes; writes correspondence, reports, and other written materials.
- Provides guidance, advise and support to the city's employee peer support teams and members of the Safety, Health and Wellness team.
- Responds to or consults on response to major disasters or mass casualty incidents, serious injury, death, or suicide of an employee or an employee's family member, serious injury or death of any person related to a call to service, cumulative trauma and/or upon reasonable request of city management.
- Serves as an advocate for mental health by engaging and educating employees and their family members on the benefits of making mental health a priority.
- Attends employee/city events, participates in stations rounds, and ride-alongs to increase employee confidence.
- Seeks out to establish or improve on city, county, regional and state mental wellness resources.
- Maintains confidentiality of all employee interactions as directed by the city.
- Educates first responders regarding appropriate practices and precautions when dealing with cases involving drugs and mental health issues.
- Provides oversight of the city's Behavioral Health Access Program (BHAP).
- Reports documented or suspected abuse and neglect as mandated by law.
- Performs other duties as required.
- Master’s degree in social work, psychology, clinical counseling, or related mental or behavioral health field of study; and five (5) year of professional-level counseling/therapy experience in a mental/behavioral health inpatient or outpatient setting, Employee Assistance Program, or health management. A combination of education, training and experience will be considered in lieu of degree.
- Must be licensed in the State of Florida as a Mental Health Counselor (LMHC), or a Clinical Social Worker (LCSW).
- Experience must demonstrate skill in interviewing and clinical assessment techniques.
- Certified First Responder Therapist or culturally competent trained Clinician preferred.
- Knowledge of Behavioral Health Access Program Models preferred.
