About This Position
The City of Lake Oswego is seeking qualified candidates for the position of Management and Program Analyst. The incumbent will analyze programs, processes, procedures in order to identify and recommend solutions to policy, management, and/or organizational issues. Utilizes knowledge of City, department, and program activities in the development and delivery of recommendations and program management. This position is represented by the Lake Oswego Municipal Employees’ Association/American Federation of State, County and Municipal Employees (AFSCME).
- Perform a variety of research, analysis, and administrative studies related to department and/or City-wide special projects including policy development, organizational improvement, and cost-benefit/feasibility studies.
- Evaluate complex problem areas and uses available information to develop recommendations.
- Summarize and present recommendations or policy approaches to managers, elected officials and/or the community. When needed, present findings and recommendations in management, council and/or public meetings.
- Provides a support, liaison role, and/or may act as lead for limited special projects and initiatives.
- Conduct evaluations of implemented policy and management programs and provides progress reports.
- Assists with and coordinates and organizes special events, represents City to residents in explaining City policies, and/or provides outreach and public education programs to the community.
- Develops and prepares communications materials, newsletters, brochures and/or other program or project support information.
- Participates in cross-department teams and special projects to represent the City Manager’s Office and Council goals.
- Respond to questions and complaints from the public and follow up accordingly.
Qualified candidates will have broad knowledge of public administration, and local government management principals, practices, theories and methods. A typical way of obtaining the knowledge, skills, and abilities outlined above is through graduation from an accredited four-year college or university with major coursework in business or public administration, finance, accounting, economics, non-profit management, or a related field, and two years increasingly responsible professional administrative and analytical experience in municipal government, including experience in budget, strategic planning, policy analysis, organizational development, and/or personnel management; or an equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.
Master’s Degree in a related field is desired.
Candidates must have strong Microsoft Word, Excel, and other computer application skills. Successful candidates will embrace the City’s values of Respect, Excellence, Trust, and Service. Licensing and Other Requirements:
Positions in this classification require the ability to possess and maintain a valid driver’s license and ability to meet the City’s driving standards.
Annual Pay range: $83,348 - $106,354
Non-cash compensation includes medical, dental, vision, PERS employee pick up, and VEBA contribution.
Bilingual Pay: Employees who can speak and/or write a language listed in the top five (5) most common languages spoken in the Lake Oswego School District, may be eligible for three percent (3%) bilingual pay.
