Job Description

Position Summary-WA County Positon

The I/DD Residential Program Manager ensures the effective delivery of 24-hour residential services to individuals with intellectual and developmental disabilities (I/DD). This role oversees daily program operations, staff supervision, individual support planning, and compliance with state and agency standards. The Residential Manager promotes person-centered care, fosters independence, and upholds the mission and values of Edwards Center, Inc.

Key Responsibilities

šŸ„ Medical Procedures

  • Oversee and ensure accurate administration of medications and medical treatments.
  • Train staff on medication administration procedures, including the three-point check process.
  • Maintain and document Medication Administration Records (MARs) daily.
  • Coordinate and document all medical appointments and follow-up actions.
  • Ensure secure storage and cleanliness of all medication areas.
  • Manage medication orders, returns, and cycle reviews.
  • Maintain medical documentation (PCRs, Professional Consultation Summaries, etc.).
  • Comply with pharmacy, nursing, and state regulations.
  • Request specialized consultations as needed.

āš ļø Safety Procedures

  • Follow emergency contact and on-duty procedures.
  • Conduct and document evacuation drills and safety inspections.
  • Report hazardous conditions and ensure corrective actions are taken.
  • Adhere to blood-borne pathogen and hazard communication protocols.
  • Train and model safe lifting and equipment-use techniques.
  • Oversee completion of Health & Safety Checklists and incident reporting (SAIF).
  • Promote transportation and vehicle safety compliance.

🧭 Individual Support Plans (ISP)

  • Develop and implement Individual Support Plans (ISPs) for residents.
  • Maintain and update Safety Plans, Financial Plans, and individual Protocols.
  • Train staff in ISP procedures and ensure compliance with Oregon Administrative Rules (OARs).
  • Monitor and document resident progress toward goals and outcomes.
  • Plan recreational and community-based activities that align with individual interests.
  • Facilitate staff input for Person-Centered Information Sheets and data collection.

  • Communicate respectfully and effectively with staff, residents, families, and community members.
  • Model professionalism, empathy, and accountability in all interactions.
  • Provide supervision, coaching, and feedback to staff.
  • Foster teamwork, inclusion, and open communication across the program.
  • Encourage professional development and recognize emerging leaders among staff.
  • Resolve conflicts constructively and uphold Edwards Center’s values.
  • Disseminate organizational updates and policy information clearly and promptly.

🧹 Other Job Functions

  • Ensure daily cleaning schedules and maintenance standards are met.
  • Support residents’ independence in personal care, hygiene, and daily routines.
  • Maintain accurate documentation of GERs, attendance, and finances.
  • Oversee residents’ dietary and health requirements.
  • Manage resident and program finances in compliance with agency policy.
  • Facilitate regular staff meetings and maintain meeting minutes.
  • Manage staff schedules, verify timesheets, and ensure payroll accuracy.
  • Address staff performance issues and collaborate with HR on evaluations.
  • Maintain annual emergency preparedness and training plans.
  • Monitor budgets and monthly expenditures to ensure fiscal responsibility.
  • Participate in Residential Services management meetings and agency initiatives.

  • Maintain certifications in OIS, CPR/First Aid, and Blood-Borne Pathogens.
  • Attend all mandatory and in-service training sessions punctually.
  • Adhere to mandatory abuse reporting, HIPAA, and confidentiality standards.

🧠 Cognitive, Physical & Professional Demands

  • Move frequently throughout facilities and assist residents as needed.
  • Lift and transfer individuals and equipment safely.
  • Perform light to moderate physical activity, including bending and reaching.

  • Demonstrate strong decision-making, organization, and documentation skills.

Work Environment

Work is performed primarily in residential settings, both indoors and outdoors. The position may require flexible scheduling, including evenings, weekends, and on-call coverage, to ensure continuity of care and supervision.

Qualifications

  • High school diploma or equivalent (college coursework in human services or management preferred).
  • Minimum of two years of experience in residential or human services settings; supervisory experience preferred.
  • Valid Oregon driver’s license, an insurable driving record, and no fewer than 7 years of driving experience.
  • Proficiency in documentation and computer-based recordkeeping systems.
  • Strong interpersonal and leadership abilities aligned with Edwards Center’s mission.
