A Software License Analyst is responsible for managing software license compliance, optimization, and data integrity using the ServiceNow Software Asset Management (SAM) application. This role ensures accurate license positions, supports audit readiness, and drives cost savings by leveraging ServiceNow best practices and out-of-the-box capabilities. The analyst works closely with IT Asset Management (ITAM), procurement, and technical teams to maintain high-quality asset data and enable effective license management across the enterprise.
This role supports the agency's mission by leveraging advanced ITAM processes to ensure accurate asset tracking, operational transparency, and regulatory adherence. This individual specializes in publisher-specific toolsets, drives license optimization through tailored workflows, and contributes to enterprise ITAM operations to ensure regulatory compliance success at CMS.

The likely salary range for this position is $85,093 - $115,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.

HOW YOU WILL MAKE AN IMPACT:
- Perform software license reconciliation using ServiceNow SAM (including SAM Pro where applicable).
- Analyze effective license position (ELP) to identify over-licensing, under-licensing, and compliance risks.
- Maintain accurate license entitlements, contracts, and usage data within the platform.
- Support compliance for major vendors (e.g., Microsoft, Oracle, Adobe, IBM).
- Ensure accuracy and completeness of software asset data, including, software models and normalization, Discovery and installation data, and entitlements and license metrics
- Follow ServiceNow best practices for data normalization and reconciliation.
- Collaborate with CMDB and Discovery teams to improve data quality and coverage.
- Leverage out-of-the-box ServiceNow SAM capabilities to manage software assets.
- Support configuration (not customization) of SAM workflows, reports, and dashboards.
- Assist in maintaining alignment with the Common Service Data Model (CSDM).
- Prepare for and support vendor software audits by providing accurate license data and reports.
- Identify compliance gaps and work with stakeholders to remediate risks.
- Maintain documentation and evidence required for audit defense.
- Identify opportunities for software license optimization and cost savings.
- Support reclamation activities, including removal of unused or underutilized licenses.
- Partner with procurement and finance teams to align license usage with contracts and renewals.
- Generate and analyze reports on license usage, compliance status, and cost savings.
- Develop dashboards to provide visibility into software asset health and risks.
- Track KPIs such as compliance position, reclamation rates, and software spend under management.
- Follow and support standardized SAM processes aligned with ITIL and ITAM best practices.
- Identify opportunities to improve automation and efficiency within SAM workflows.
- Contribute to process documentation and knowledge sharing.
- Work closely with ITAM, procurement, finance, and IT operations teams.
- Provide insights and recommendations based on license data analysis.
- Support end users and application owners with license-related inquiries.
WHAT YOU'LL NEED TO SUCCEED:
- Education: Bachelor's degree in Information Technology, Business, or related field or the equivalent combination of education, professional training, or work experience
- Required Experience: 3 + years of experience in Software Asset Management, IT Asset Management, or license administration; Hands-on experience with ServiceNow SAM (or similar SAM tools); Basic understanding of software licensing models and compliance concepts
- Required Technical Skills: Experience with ServiceNow SAM Pro; Knowledge of ITIL and ITAM frameworks
- Attributes for Success: Strong analytical and problem-solving skills; Attention to detail and data accuracy; Ability to interpret licensing terms and contracts; Effective communication and stakeholder collaboration; Basic understanding of ServiceNow platform capabilities
- Preferred Skills: 2-5 years experience preferred; Familiarity with major vendor licensing (Microsoft, Oracle, Adobe, IBM); Experience with ServiceNow Discovery and CMDB
- Location: 100% remote working
- Security Clearance Level: Must be clearable for a CMS Public Trust - Applicants shall have lived in the United States at least 3 out of the last 5 years prior to going through the public trust background investigation and submitting an application for a Federal ID Card
