About This Position
This position serves as a senior statewide IT leader responsible for advancing enterprise technology strategy, governance, and modernization efforts across executive branch agencies. Reporting to the Chief Information Officer (CIO), the role translates strategic vision into coordinated statewide initiatives, ensures alignment of IT investments with enterprise priorities, and strengthens cross-agency collaboration. The position oversees enterprise architecture, portfolio and project management, innovation initiatives, and statewide data governance efforts while promoting secure, resilient, and efficient technology operations.
Lead and direct statewide IT strategy implementation in alignment with the CIO’s vision and enterprise priorities.
Oversee enterprise architecture, ensuring scalable, secure, and interoperable technology platforms across agencies.
Provide strategic oversight of the statewide IT portfolio to align investments with business value and long-term modernization goals.
Guide large-scale digital transformation initiatives, including legacy system modernization and emerging technology adoption.
Identify and mitigate enterprise technology risks in coordination with cybersecurity leadership.
Advance statewide data governance practices and support enterprise data management maturity.
Lead project and portfolio teams to deliver initiatives on scope, schedule, and strategic alignment.
Facilitate cross-agency collaboration and governance structures to promote coordination and shared solutions.
Communicate complex technical initiatives clearly to executive leadership and non-technical stakeholders.
Promote workforce development, succession planning, and continuous learning within statewide IT teams.
Strategic Leadership & Governance
- Translate the CIO’s strategic vision into actionable statewide initiatives.
- Lead governance committees, working groups, and strategic staff to execute enterprise IT plans.
- Promote modernization and digital transformation across state agencies.
Enterprise Portfolio & Project Oversight
- Oversee statewide IT portfolio management to ensure alignment with strategic priorities.
- Lead portfolio and project management teams to deliver initiatives on scope, schedule, and strategic objectives.
- Promote integration and interoperability across agency systems.
Enterprise Architecture & Standards
- Direct the enterprise architecture function to develop and maintain scalable, secure, and cost-effective IT architectures.
- Establish and enforce statewide technology standards and design frameworks.
Innovation & Emerging Technologies
- Identify, assess, and recommend emerging technologies that improve service delivery, operational efficiency, and security.
- Evaluate solutions for measurable impact and statewide scalability.
Collaboration & Stakeholder Engagement
- Build strong partnerships with executive branch leadership and agency IT teams.
- Communicate complex technical strategies clearly to non-technical stakeholders.
- Facilitate cross-agency coordination to address shared challenges and create efficiencies.
Risk Management & Cybersecurity Coordination
- In partnership with the CISO, identify enterprise IT risks and implement mitigation strategies.
- Ensure compliance with statewide cybersecurity policies and standards.
Statewide Data Governance
- Support development of the Chief Data Officer function.
- Advance statewide data governance policies and improve enterprise data maturity and collaboration.
Workforce Development
- Promote professional development, knowledge sharing, and career pathways within the OCIO and statewide IT workforce.
- Foster a culture of innovation, accountability, and service excellence.
Knowledge of:
- Enterprise architecture principles, interoperability frameworks, and statewide IT standards.
- Portfolio and project management methodologies.
