About This Position

The Electrical Engineer II - Systems provides engineering support for internal and external District customers, including system protection, system analysis, project management, substation maintenance, SCADA systems, and document record keeping in compliance with District policies and applicable government standards.

Based on qualifications and experience, candidates may be considered for either the Electrical Engineer II or III.

Desired Qualifications:

  • Demonstrated experience in the design, modification, and implementation of relay control panels, including development and verification of protective relay settings.
  • Strong background in protective system coordination for transmission lines, power transformers, or distribution feeders, with the ability to analyze system requirements and ensure proper protection scheme performance.

Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.

  • Performs system protection including, but not limited to, relay setting development and programming, develop relay and protective test plans, system sectionalizing and device coordination, and fault current analysis.
  • Responsible for system analysis including, but not limited to distribution work plans, transmission planning/studies, large load interconnections, load flow studies, and facility ratings.
  • Provides support to the Operations team by providing onsite support/troubleshooting, development, and review of switching orders, review and provide guidance of system limitations, and root cause analysis.
  • Responsible for project management by reviewing and developing scope, schedule, and budget with consultants, manage projects up to $1,000,000, construction contract management, and working with procurement department to procure materials.
  • Responsible for the development of substation maintenance work plans including transformer oil testing and processing, equipment electrical testing. equipment repairs, and wildlife protection and mitigation.
  • Responsible for the development and maintenance of the Districts SCADA System, which includes but is not limited to, configuration and programming of devices, development, and maintenance of HMI screens, deploying automation schemes and support to the Operations team.
  • Develops reports and recommendations, review/redline and updates drawings, and reviews maintenance and testing reports.
  • Other duties as assigned.

Supervisory Responsibilities:

This position has no supervisory responsibilities.

Education and/or Experience:

Bachelor's degree from a four-year college or university with a degree in electrical engineering or equivalent; and 4 to 7 years of experience in utility or power engineering; or equivalent combination of education and experience.

Certificates, Licenses, or Registrations:

Must have a valid Driver’s license. Professional Engineer (P.E.) preferred.

Computer Skills:

To perform this job successfully, an individual must be proficient in MS Outlook, Excel, Word, and Teams. Experience in engineering analysis software preferred.

While performing the duties of this Job, the employee is frequently required to walk, climb stairs, bend, reach, uses hands to finger, handle, or feel, and sit for extended periods of time. Occasionally required to lift and carry up to 40 pounds. Required to speak and hear clearly when communicating over the telephone and in person.

Work Environment:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee is regularly exposed to indoor and outdoor environments. Outdoor settings include all types of property and site conditions including open spaces, timberlands, urban developments, flat and hilly terrain, building construction sites, and road rights-of-way. Indoor settings include residential, commercial, and industrial sites that can involve cramped spaces, moving machinery, etc. Individuals may be exposed to hazardous conditions, including but not limited to obstacles, heights, open trenches, highway traffic, electric lines, all types of vegetation, fiberglass insulation, paint fumes, wood preservatives, solvents, oils, and cleaning compounds. The noise level in the work environment is moderate.
