COMMISSIONING MANAGER II
Job Description:
Work on behalf of one of the world’s largest Renewable Energy Developers, for the client as their Commissioning Manager II. The primary roles are to oversee the subcontractors and OEMs delivery, installation, quality, plant testing, performance testing, ISO/GIA/PPA Testing and startup of a Battery Energy Storage System and Solar Coupled Power systems. To act as the Owner’s representative to oversee aspects of the renewable power plant, and energy storage systems, including, installation, status reporting, safety, quality control, startup, commissioning, testing and project close out Employees in this role manage and report on construction turnover, pre-energization, commissioning, and performance testing work performed by contractors and/or vendors at the project site.
Location:
US contiguous travel and stay at project locations for duration of Cx. 75% Travel to jobsite location
Pay:
DOE $50-$90 per hour (hourly, non-exempt)
Reports To:
Client Regional Cx Manager
Preferred Background:
Engineering or professional electrical career in power systems construction and startup with min 100MW hr or 5 EA Energy Storage Systems or Utility Scale Solar Energy Systems and commissioning. A background with BESS, Protection and Controls, as well as SCADA is required. Self-starter with high drive for quality, execution, and safety. 5 year Engineering or power plant commissioning and on-site project support. 5 years commissioning experience including plant testing.
Required Skill Sets:
· BESS and PV system installation and startup
· Commissioning process creation
· Substation testing and startup
· Protection and Controls implementation and troubleshooting
· Familiarity with containerized systems, skids, controllers/SCADA, transformers, combiners
· Capable of quality control inspections and punch-list management
· Thorough understanding of DC systems (0-2,000Vdc) and AC systems (480V-34.5kV)
· Familiarity to troubleshoot programmable logic controllers (PLC) and industrial electronic equipment (protection relays, inverters, BMS, etc.)
· Experience with control and SCADA systems and troubleshooting
· Organization
· Proficiency with Microsoft word, Excel, and PowerPoint
· Strong written and verbal communications skills, including executive-level reporting
· Schedule and planning understanding.
· SCADA integration and troubleshooting
· Protection and Controls implementation and troubleshooting.
· PLC programming
· Management of third parties and suppliers
· Drawing review quality control inspection
Job Responsibilities:
· Performs detailed system quality control inspections for completeness of installation vs. install manuals, engineering specifications and drawings and maintain detailed punch-list.
· Performs system walkdowns for mechanical complete prior to turnover or energization.
· Creation of and management of energization plans
· Oversee the EPC and OEM commissioning procedures, status, and compliance.
· Assist in troubleshooting commissioning anomalies as the primary SME owner’s representative.
· Preparation and review of project close out and testing documents.
· Reporting daily, weekly, and monthly on progress, indicators, and recovery plans to upper management
· Interfaces with project's designated management committees or third parties, and acts as lead Company representative of project activities.
· Substation testing third party management.
· Substation energization
· Metering testing
· ISO/GIA/PPA commissioning process management.
· Review all Purchase Power Agreement and Interconnect Agreements to develop guidelines for performance testing.
· Works collaboratively with resources and sub suppliers in various disciplines to determine project priorities, schedule and work plans to meet milestones
· Responsible for coordination of multiple vendors and onsite support to ensure successful project execution.
· Interface with Engineering, Commissioning, and Business Management personnel to obtain alignment on testing requirements.
· Develop a complete testing plan for assigned projects to ensure all deliverables across all relevant contractual documentation is met.
· Schedule and lead alignment meetings leading up to, and during performance testing periods, to ensure all required support parties are aligned and the test is executed in an organized manner.
· Performs other job-related duties as assigned.
· Perform tasks you are pre-qualified for including switching or clearance.
· Overall responsibility for test administration, data analysis and final reporting.
· Interfaces with project's designated safety, engineering and quality control parties
Physical Requirements:
- Ability to lift and carry up to 50 pounds, with or without reasonable accommodation.
- Ability to stand, walk, kneel, bend, and reach for extended periods on construction jobsites.
- Ability to traverse uneven terrain and work in varied weather conditions typical of outdoor construction environments.
- Ability to distinguish color-coded wiring where required for safety-critical electrical work, with reasonable accommodation where feasible.
- Ability to wear required PPE and comply with all site safety protocols.
