About This Position
We are seeking a full-time Construction Manager serving as the Owner’s Representative at the Dallas VA Medical Center in Dallas, Texas. This project phase includes construction of approximately 166,000 gross square feet (GSF) for a new 30-bed Long-Term Spinal Cord Injury (LTSCI) unit with associated clinical and administrative support spaces for the VA North Texas Health Care System.
The scope of work includes new construction as well as renovation of a portion of the existing Acute Care Spinal Cord Injury Building to integrate with the new LTSCI facility. Additional work includes campus loop road modifications and realignment, utility upgrades, and associated site improvements. The Construction Manager will represent the Owner in providing on-site construction management, quality assurance, and coordination services to support successful project delivery.
Requirements
- Ability to inspect mechanical work for compliance with contract documents, specifications, codes, and industry standards.
- Strong working knowledge of commercial or healthcare mechanical systems, including HVAC, plumbing, and supporting infrastructure.
- Familiarity with testing and balancing (TAB), controls systems (including DDC), and system startup/commissioning processes.
- Working knowledge of applicable building, safety, environmental, and life-safety codes.
- Ability to review submittals, RFIs, and shop drawings for compliance and identify constructability, coordination, and sequencing issues.
- Ability to evaluate installed work, materials, and equipment and identify deficiencies or non-compliance with contract requirements.
- Experience supporting commissioning activities, including pre-functional and functional testing.
- Familiarity with closeout processes, including as-builts, O&M manuals, warranties, and punch list resolution.
- Ability to prepare clear, accurate field documentation, including inspection reports, deficiency logs, and progress summaries.
- Experience identifying and helping resolve field conflicts, unforeseen conditions, and coordination issues.
- Effective written and verbal communication skills for coordination with Government and Contractor personnel.
- Proficiency with construction management and standard office software used to document, track, and report project information.
Relevant Experience
- At least (6) years of relevant experience in any combination of: construction management, owner’s representation, QA/QC or inspection, HVAC mechanical systems, licensed trade practice or field supervision.
- Experience with healthcare, institutional, or federal projects is preferred.
- Familiarity with federal contracting environments is a plus.
Education
- Bachelor’s degree in mechanical engineering or a related field from an accredited institution.
- An equivalent combination of education, professional licensure, training, and demonstrated work experience.
Physical Requirements
Ability to climb permanent and temporary stairs, ladders, and access construction personnel hoists. Ability to safely navigate active construction sites, including uneven terrain and partially completed work areas. Regular exposure to construction environments, including moving mechanical parts, elevated work areas, airborne dust, fumes, outdoor weather conditions, and potential electrical hazards. Ability to occasionally lift and carry equipment weighing 10–25 pounds.
