Summary
We are seeking a visionary Program Executive, pan-Canadian Connected Care Trust Program to turn Canada’s emerging trust framework for health data into a functioning, national ecosystem. You will drive the creation of a network of trust, build public‑sector alliances, and deliver the inaugural pilots that demonstrate the clinical and operational value of connected health data.
In this role, you will provide both hands‑on expertise and strategic leadership to design, execute, and evolve a national program supporting trust, governance, and interoperability across the health system. Using standards such as HL7® FHIR®, and working closely with Architecture, Delivery, Partnerships, Privacy, and Conformance teams, you will ensure trusted health data exchange is enabled consistently and securely across jurisdictions.
You will guide program design, align stakeholders, support adoption, and ensure trust requirements are clearly defined, implemented, and sustained.
The Program Leader is responsible for both strategic and operational leadership of the National Trust Program, including long‑term planning, road mapping, stakeholder engagement, risk management, performance monitoring, and successful execution across all phases of program delivery. The role requires strong expertise in trust frameworks, digital identity, interoperability governance, and the Canadian health system landscape.
Major Responsibilities
Strategy & Planning
- Develop and maintain an annual workplan aligned to the Connected Care Strategy, ensuring clear priorities, milestones, and measurable outcomes.
- Continuously monitor progress, assessing risks and opportunities, and adjust plans as needed to ensure successful delivery of program objectives.
- Contribute to long‑term strategic planning by identifying trends, policy considerations, and emerging needs related to trust, interoperability, and digital health readiness.
Advocacy & Awareness
- Serve as the primary champion for the Connected Care Trust Network, clearly communicating its purpose, value proposition, and system‑level benefits to clinicians, policymakers, decision‑makers, and the public.
- Translate complex trust architectures and interoperability concepts into accessible, compelling narratives that support understanding, alignment, and adoption across diverse stakeholder groups.
- Represent the program at conferences, working groups, and national forums to build awareness and promote momentum.
Alliance Building & Co‑Design
- Build and sustain strong partnerships with regional, provincial/territorial, federal, and sector stakeholders to ensure the trust framework is inclusive, scalable, and responsive to real‑world needs.
- Lead collaborative design sessions and co‑creation workshops that engage cross‑sector voices and ensure the framework reflects frontline operational realities, including privacy, patient safety, and data‑sharing workflows.
- Support the alignment of partner strategies and foster a culture of shared ownership for the national trust ecosystem.
Pilot Implementation & Evaluation
- Identify, recruit, and secure the first participating “early adopter” site to serve as the foundational pilot for the National Trust Framework.
- Lead end‑to‑end planning and execution of the pilot, including requirements gathering, stakeholder onboarding, readiness assessments, implementation management, and issue resolution.
- Define success metrics, KPIs, and evaluation methodologies to assess the pilot’s impact on clinical outcomes, health system efficiency, user experience, and data protection.
- Produce evidence-based insights and recommendations to inform national scale‑up.
Governance & Operating Model Development
- Develop and refine the long‑term governance model for the National Trust Program, including roles, decision structures, legal agreements, accountability mechanisms, and ethical considerations.
- Design a sustainable operating model that enables the trust framework to evolve from a pilot initiative into a permanent national capability.
- Establish policies, processes, and oversight mechanisms to ensure the trust program remains adaptable, secure, and interoperable as technologies and system needs evolve.
Team Leadership
- Provide leadership, guidance, and coaching to the team members, fostering a high‑performance, collaborative, and inclusive culture.
- Set clear expectations, support professional development, and promote teamwork across functional areas to ensure coordinated execution and shared success.
- Champion cross‑organizational collaboration with Architecture, Delivery, Partnerships, Privacy, and Conformance teams.
What Success Looks Like in Year 1
- First 6 months:
- A fully mapped stakeholder map and a finalized "Value Proposition" deck for the Trust Network
- Formal commitments from at least 2 major regional or provincial health boards to participate in co-design.
- Subsequent 6 months:
- Commence execution of formal project with identified first pilot model in a live clinical environment.
- A proposed 3-year governance & program roadmap endorsed by national leadership.
Education
- Undergraduate Degree in related field. MBA, or other related graduate level education, preferred
Qualifications
- 15+ years in large-scale health informatics, public sector digital transformation, or complex program management
- A master of "soft power" influence —you can align competing interests without formal authority over every stakeholder
- A strategic mindset to see the 5-year roadmap, but you aren't afraid to dive into the details of a pilot implementation
- Deep understanding of health data standards, privacy legislation, and public sector procurement.
- Excellent written and spoken communication skills
- Ability to travel up to 10% of time
- Bilingual French and English preferred
