Overview:
An experienced Application Development Analyst is sought for a 1-year contract position onsite in Tallahassee, Florida. The analyst will provide comprehensive maintenance, operational support, and programming for a specialized data system supporting nutrition program services, EBT data, and multiple integrated applications.

Responsibilities:

• Provide daily technical development and support for ongoing operation and maintenance of the core data system and its interfaces with EBT platforms, external APIs, and peripherals (scanners, card readers, messaging equipment).
• Troubleshoot technical issues, fulfill work requests, and deliver timely solutions to operational and development challenges.
• Maintain documentation reflecting daily system performance, system changes, error resolutions, and all technical adjustments undertaken.
• Identify and recommend operational and technological efficiencies. Support evaluation of new hardware/software and introduce improvements to business processes.
• Analyze and document business and technical requirements for system updates, enhancements, and modifications.
• Develop and execute implementation work plans based on user-defined requirements.
• Produce high-quality technical documentation for system changes and enhancements.
• Write new code or update existing code to support system fixes, enhancements, interface and integration needs, adhering to coding standards and practices.
• Conduct and document system testing, including support for user acceptance and final release processes.
• Ensure strict data security and confidentiality, adhering to defined procedures and organizational policies at all times.

Key Qualifications:

• Minimum 11 years of professional experience in analysis and development using: ASP.NET, VB.NET, C#.NET, ADO.NET, Web Forms, .NET APIs, HTML, CSS, JavaScript, CICS, and the IBM Rational tool suite, with hands-on work in Visual Studio and Team Foundation Suite.
• At least 11 years of experience with DB2, Microsoft SQL Server (2008R2 and newer), SSRS, and Oracle (11gR2, 12c) using Toad for Oracle Professional. Proficiency in PL/SQL required.
• A minimum of 9 years of experience working in collaborative development team environments implementing operational systems with technical staff and end users.
• 9+ years monitoring and troubleshooting system interfaces and integrations (proxy, applications, databases, Active Directory).
• 9+ years in change management, including code promotion roles using Team Foundation Server (2015+), Visual Studio CVS integration, and best practices.
• 9+ years adapting complex, multi-system interfaces and end user specifications into the necessary programming languages and applications.
• 6+ years applying statutory law and administrative rules in program codification and system maintenance.
• 6+ years of hands-on experience with cellular communication protocols (SMS, MMS, GSM, ASCII), federal policies, and supporting applications for text and voice engagement via APIs.
• 6+ years migrating or converting from ACCESS to SQL/.NET applications.
• 6+ years working with online financial transaction systems.
• At least 1 year's experience with IBM Cloud services, including Watson X and Watson-based chat assistant development.
