Description:

The Fiscal & Admin Manager provides high-level administrative and financial leadership to ensure the long-term sustainability of Salt + Light’s housing initiatives. This role bridges the gap between complex government compliance (State HCD, HUD, and Federal grants) and the daily financial operations of the organization. The ideal candidate pairs technical mastery of fund accounting and project management with a commitment to Salt + Light’s mission of neighbor-led restoration.

Requirements: Essential Job DutiesGrant & Contract Management
  • Technical Writing & Strategy: Identify, research, and draft technical applications for Federal (HUD/CDBG), State (HCD/Homekey), and local funding.
  • Pro Forma & Budget Development: Create and maintain complex multi-year pro formas and "Sources and Uses" documents for capital projects.
  • Contractual Oversight: Negotiate Master Standard Agreements with government entities and manage the procurement process (RFPs/Bids) for consultants and contractors.
  • Compliance: Ensure all contracts & grants adhere to environmental standards, and State/Federal monitoring cycles.
Capital Project Fiscal Management
  • Project Lifecycle: Oversee the fiscal execution of housing developments from pre-development and construction draws with the appropriate agency administrator.
  • Asset Management: Monitor long-term affordability covenants and restrictive deeds; manage loan repayments and annual reporting to state lenders.
  • Risk Management: Implement internal controls to mitigate the high "consequence of error" associated with government-funded housing.
  • External Liaison: May represent Salt + Light’s fiscal interests before the Tulare County Board of Supervisors and State HCD committees.
Budget Development & Control
  • Multi-Layered Fund Mapping: Create and maintain complex "layered" budgets that track how specific restricted funds (Federal, State, local, and private funding agency) cover shared overhead and program costs.
  • Variance Analysis: Perform monthly deep-dive variance reporting; identify trends where actuals deviate from projections and provide corrective action plans to the CEO and Board.
  • Contract & Grant Budget Engineering: Construct highly detailed budgets for grant applications that maximize indirect cost recovery while remaining competitive and compliant with federal and state standards.
  • Organizational Budgeting: Will assist with the annual agency-wide budget development process, coordinating with program directors to align departmental spending with Salt + Light’s strategic 6 Pillars.
Financial Projections & Forecasting
  • Cash Flow Modeling: Develop and maintain sophisticated 12-to-24-month rolling cash flow forecasts. This is critical for timing construction draws on HCD projects against operational outflows.
  • Pro Forma Evolution: Update project-specific pro formas to reflect real-time changes in utility costs, insurance premiums, and staffing needs, ensuring 55-year financial viability as required by state lenders.
  • Scenario Planning: Build "What-If" financial models to stress-test the organization’s resilience against potential funding gaps, delayed grant disbursements, or economic shifts.
  • Capital Reserve Planning: Establish and monitor replacement reserve accounts and operating reserves to ensure the long-term physical and financial health of the Village.

Payroll, Accounting, and ECM/CS Revenue Oversight

  • Fund Accounting: Maintain a sophisticated accounting system that tracks restricted vs. unrestricted revenue across multiple all departments.
  • Payroll & Labor Standards: Exercise oversight over payroll systems. Review Certified Payroll for construction projects to ensure compliance with Federal and State Prevailing Wage laws.
  • Executive Reporting: Extrapolate complex data to produce financial dashboards, cash flow forecasts, and formal board reports that reflect the organization's health.
Medi-Cal & CalAIM Revenue Oversight (ECM/CS)
  • ECM & CS Revenue: Track and Reconcile "Paid" claims and CalAIIM Incentive Payment Program funds to maximize recurring & one-time capacity-building revenue.
Organizational Strategy & Policy
  • Internal Governance: Write and maintain internal fiscal policies that ensure transparency and high-quality stewardship of community resources.
  • Operational Analysis: Conduct independent research to identify cost-saving measures or more efficient service delivery systems for the Neighborhood Village and its programs.
Employment Standards

Required Education, Experience, and Core Competencies:

  • Education: Bachelor’s degree in Finance, Accounting, Business, or Public Administration.
  • Experience: Minimum of four (4) years of professional fiscal management experience, preferably in a government or non-profit housing context.
  • Technical Knowledge: Working knowledge of HCD/HUD regulations, Payroll systems, and Fund Accounting software.
  • Integrity: High level of discretion regarding sensitive personnel and financial data.
  • Analytical Skill: Ability to translate complex government jargon into actionable financial plans.
