As an Associate Civil Engineer, you will support the engineering and operations team in a variety of capital improvement and maintenance projects but primarily, will be expected to oversee, administer and ensure compliance with the City's water system, solid waste and recycling standards in support of existing services and new development. Under the direction of a Senior Civil Engineer, the Associate Civil Engineer will perform tasks to support and ensure compliance with City standards, which may include but not be limited to, supervising and participating in the design and preparation of plans, specifications and estimates for a wide variety of private development projects, some of which may result in City ownership of privately built infrastructure. A successful candidate will have familiarity with development processes at the local level, as well as the ability to interact with developers and/or customers and explain complex concepts as they relate to water utility, solid waste and recycling operations.

Our Utilities Department is currently seeking applicants for two (2) Associate Civil Engineer openings in the following focus areas: Construction Management and CIP Design.
Construction Management: This Associate Civil Engineer position will be primarily responsible for managing the construction portion of Capital Improvement Projects (CIP) within the Water and Engineering Division. Ideal candidates will have strong construction management and project management experience. The position is responsible for scheduling, budget tracking, contractor oversight, and contract and project management to support timely, cost-effective, and compliant project delivery. The position is also responsible for helping ensure adherence to safety standards and local, state, and federal regulations.
CIP Design: This Associate Civil Engineer position will have a greater focus on CIP design. Ideal candidates will have technical skills in pipeline and/or treatment plant design and in project management. The position may be responsible for the projects that involve the design of distribution and transmission mains in compliance with City Standards; managing improvements for treatment plants, tanks, pump stations; and managing dam compliance and improvements.

COMPENSATION AND BENEFITS: The current salary range for this outstanding opportunity is $129,326.28 to $156,224.46. An upcoming 2% salary increase will take effect on July 1, 2026 and the new salary range will be $131,912.81 - $159,348.95. Placement within this range is dependent upon qualifications.
In addition, the City offers an attractive benefits package, including:
- Vacation - New employees can accrue up to 120 hours annually.
- Paid Holidays - 15 paid days per year.
- Extra Paid Time Off - 104 hours (13 days) of Management Leave per year.
- Sick Leave- Employees can accrue up to 96 hours annually.
- Dental and Medical Insurance Plans - The City provides significant contributions to dental and medical plans.
- Health In-Lieu Option - Employees may waive City coverage and opt for health in-lieu at $500 monthly; annual proof of alternative coverage is required.
- Retirement - The City participates in the CalPERS retirement pension system.
- Retiree Health Insurance - City contributes $274 per month for retired employees with at least 10 years of service at retirement.
- Deferred Compensation Program - Employees are eligible to enroll in a 457 Plan and the City contributes $142 per month to 401(A) plan.
- Life Insurance and AD&D - $100,000 of coverage paid for by the City.
- Phone Stipend - Up to $100 per year for equipment and up to $110 per month for usage.
- Tuition & Professional Development Reimbursement - Up to $2,500 per fiscal year.
- Prior Years of Service Vacation Accrual Credit - Full-time service in a City, County, State, Federal Agency, or Special District may be counted towards vacation accrual tiers at the City of Napa.
