Job Description

The Air Quality Program Analyst will perform entry to journey-level analysis work involving air quality related data research, analyzes, and reporting. Daily work involves retrieving, reviewing, and analyzing data sets; developing emission and monitoring data used for air quality planning projects; reporting and presenting data; developing and implementing the Air Quality Program’s initiatives, and providing consultative services/technical assistance to program staff, government agencies, community organizations, and/or the public. This position may provide guidance to others and works under close to general supervision, with moderate latitude for the use of initiative and independent judgment.
Essential duties and functions may include the following. Other related duties may be assigned.
  • Collects, organizes, and maintains air quality related data for internal and external use.
  • Analyzes air quality data to identify patterns and trends in data.
  • Prepares reports, visualizations, and presentations of air quality data and findings.
  • Communicates findings to stakeholders through reports, visualizations, and presentations.
  • Provides support and collaborates in the planning, development, and implementation of program initiatives.
  • Performs research and identifies requirements, laws, regulations, policies, and procedures that support, or hinder planning and development work tied to planning and natural resources initiatives.
  • Performs research in the preparation of administrative reports, studies, and specialized projects.
  • Serves as a liaison to government agencies, community organizations, or the public to assist in explaining program specifics and requirements.


Education
Graduated from an accredited four-year college or university with major course work in environmental studies, natural science, computer science, mathematics, statistics or a related field.
Experience
0-3 years of professional experience conducting similar work is required.
Preferred
Course work in mathematics, and statistics.
Experience with data visualization
Experience with R or Python statistical programming
Experience with ArcGIS Pro or other geographic information system (GIS) software.
Other Requirements
Must maintain a valid Texas driver license and have dependable transportation for travel within the region with proof of insurance as specified by the State of Texas.

  • Knowledge of math and scientific terminology and principles, and statistical analysis processes.
  • Knowledge of air quality and the Clean Air Act.
  • Skill in written and oral communications.
  • Skill in identifying measures or indicators of program performance.
  • Skill in operating computers.
  • Skilled in the use of Microsoft Office Suite of products, especially Word, Excel, Outlook, and SharePoint.
  • Ability to use online meeting and collaboration software such as Microsoft Teams.
  • Ability to gather, assemble, correlate, and analyze facts.
  • Ability to develop, evaluate, and interpret policies and procedures.
