About This Position
The Position
Under general direction, the Principal Civil Engineer plans, organizes, directs, and reviews complex civil engineering programs and projects associated with the operation, permitting, and long-term planning of the Yolo County Landfill. This position provides advanced professional engineering expertise for landfill infrastructure, environmental control systems, and capital improvement projects, ensuring compliance with applicable federal, State, and local solid waste, environmental, and public works regulations.
The incumbent serves as a technical authority and program lead, overseeing engineering activities related to landfill design, expansion, closure and post-closure planning, stormwater management, leachate and gas control systems, and supporting infrastructure. Responsibilities include reviewing and approving complex engineering studies, plans, specifications, and reports; managing consultant contracts; and coordinating work with regulatory agencies such as CalRecycle, the Regional Water Quality Control Board, air quality districts, and other permitting entities. The position may supervise professional engineering staff and support personnel and work closely with Landfill Operations, Environmental Health, Public Works, and other County departments, to ensure safe, efficient, and environmentally responsible landfill operations in support of Yolo County’s sustainability goals. The ideal candidate is an experienced civil engineering professional with a strong background in solid waste, environmental, or public infrastructure engineering. They bring demonstrated experience managing complex, highly regulated projects and programs, along with the ability to interpret and apply engineering principles, regulatory requirements, and permit conditions in an operational landfill environment. This individual is a collaborative and effective communicator who can work successfully with County leadership, landfill operations staff, engineers, consultants, regulatory agencies, and the public. They possess strong project management and leadership skills, including experience overseeing consultants, guiding technical staff, and addressing complex technical and compliance issues. A successful candidate is committed to public service and environmental stewardship and will support Yolo County’s mission by ensuring landfill operations and capital projects protect public health and safety while promoting long-term environmental compliance and sustainability.How To Apply

Minimum Qualifications
The minimum qualifications required for a candidate to proceed in the selection process are as follow:
- Education: Graduation from college or a university with a Bachelors of Science degree in Civil Engineering;
- Experience: Five (5) years of full-time experience as a registered Civil Engineer performing difficult and complex civil engineering projects. Two years of this experience must be in management capacity.
- Substitution: A Masters degree may be substituted for one year of experience.
- License Requirements:
- Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Civil and Professional Engineers. Non-California applicants must be registered as Civil Engineers in the State of residence, meet the five-year experience requirement as a registered civil engineer, and must obtain registration from the California State Board of Registration for Civil and Professional Engineers within nine (9) months of hire.
- Positions in this classification require incumbents to possess and maintain a valid California driver’s license, Class C or higher, to carry out job related duties.
