About This Position

POSITION SUMMARY
The Technical Writer serves as a critical contributor to AIS's proposal and business development operations, responsible for producing high-quality, compliant, and compelling written content in support of federal, state, and local government contract pursuits. This position leads the development, editing, and formatting of proposals, capability statements, past performance narratives, and other business development documentation in alignment with solicitation requirements and AIS brand standards. Working closely with the VP of Government Relations, operations leadership, and subject matter experts, the Technical Writer ensures that all submissions are persuasive, accurate, and delivered on schedule. The ideal candidate brings a strong background in government contracting, proposal development, and technical writing within the disaster response, environmental/conservation services, or construction services sectors.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Proposal Development & Writing
• Lead the writing, editing, and formatting of government proposals, including technical volumes, management volumes, past performance narratives, and executive summaries in response to federal, state, and local solicitations (RFPs, RFQs, IFBs, BPAs, and IDIQs).
• Review and analyze solicitation documents (RFPs, SOWs, PWS, evaluation criteria) to identify compliance requirements and develop responsive, targeted proposal content.
• Collaborate with subject matter experts, operations staff, and leadership to gather technical information and translate it into clear, persuasive, and reader-friendly proposal narratives.
• Develop and maintain a library of reusable proposal content, including standard company descriptions, boilerplate language, past performance citations, key personnel resumes, and capability statements.
• Ensure all proposal submissions meet solicitation-specified formatting, page limits, font requirements, and organizational structure requirements.
Business Development Documentation
• Develop and update AIS capability statements, white papers, one-pagers, and marketing collateral tailored to target agencies, contract vehicles, and service lines.
• Support teaming partner communications by drafting teaming agreements, subcontractor summaries, and partner capability write-ups as needed.
• Assist in the preparation of qualification packages, GSA Schedule updates, and registration submissions (SAM.gov, DSBS, state procurement portals).
• Draft and edit contract deliverables, reports, and correspondence associated with business development activities.
Proposal Management & Coordination
• Support proposal schedule management by maintaining compliance matrices, content responsibility assignments, and deadline tracking throughout the proposal lifecycle.
• Coordinate internal review cycles (color reviews) and incorporate feedback from reviewers into revised proposal drafts in a timely manner.
• Manage version control and maintain organized proposal files and archives consistent with company document management standards.
• Monitor active solicitations through procurement portals (SAM.gov, state and local platforms and others) and flag new opportunities relevant to AIS service lines.
Content Quality & Compliance
• Apply a thorough understanding of federal acquisition regulations (FAR) and contracting processes to ensure proposal content is accurate, compliant, and aligned with evaluation criteria.
• Perform compliance and quality reviews of proposal documents for grammar, consistency, formatting, and adherence to solicitation requirements prior to submission.
• Ensure branding standards, messaging consistency, and AIS voice are maintained across all business development materials.
General Business Development Support
• Support the VP of Government Relations, Business Development team, and senior leadership with research, competitive analysis, and opportunity assessment for new contract pursuits.
• Contribute to after-action reviews following proposal submissions, incorporating lessons learned into future proposal processes.
• Maintain confidentiality regarding sensitive proposal strategy, client relationships, and competitive business information.
• Other duties as assigned.

REQUIRED QUALIFICATIONS
Education
• Bachelor's degree in English, Communications, Journalism, Business Administration, Marketing, or a related field required.
• Advanced degree or professional certification in proposal management (APMP Foundation or Practitioner) preferred.
• Equivalent combination of education and directly relevant government contracting experience may be considered.

Experience
• Minimum 5 years of experience in technical writing, proposal development, or government contracting required.
• Demonstrated experience writing and editing proposals in response to federal, state, or local government solicitations (RFPs, RFQs, BPAs, IFBs) required.
• Experience in disaster response, emergency management, environmental services, construction, or infrastructure sectors strongly preferred.
• Familiarity with federal acquisition processes, FAR/DFARS regulations, and government procurement terminology required.
• Experience supporting IDIQ, MATOC, BPA, or GWAC contract vehicles preferred.

Technical Skills
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) required; advanced Word formatting skills (styles, templates, sections) strongly preferred.
• Experience with proposal management tools, document collaboration platforms (SharePoint, Google Workspace), and PDF production required.
• Familiarity with federal procurement portals including SAM.gov, USASpending.gov, and state-level procurement systems preferred.
• Ability to learn and adapt to new tools, templates, and digital workflows in a fast-paced business development environment.

• Strong analytical and research skills to support opportunity assessment, competitive positioning, and proposal strategy development.
• Discretion and professionalism in handling sensitive proposal strategy, pricing, and business development information.

I-9 Verification
• Must be legally authorized to work in the United States and able to provide documentation establishing identity and employment eligibility as required by Form I-9 and without sponsorship

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
• Primarily sedentary work requiring extended periods of sitting, computer use, and screen-based document production and review.
• Standard business hours Monday through Friday with flexibility and availability to accommodate proposal deadlines, which may require extended hours during active pursuit periods.
• Occasional virtual meetings and video conferences with business development teams, operations leadership, and teaming partners.
• Regular and consistent availability during scheduled work hours is essential to support time-sensitive proposal submissions.
• Employee must be willing to work outside normal business hours, as needed, and may be required to support AIS operations during disaster response deployments on an ad hoc basis.
• Located in close proximity to the Pembroke, NC office with the ability to attend onsite meetings as needed.

COMPENSATION AND BENEFITS
Alliance offers a competitive compensation package commensurate with experience and qualifications. Benefits eligibility for this position includes medical, dental, vision, 401k, and others. Salary range for this position is between $75,000 – $90,000 depending upon experience.
