About This Position

GENERAL STATEMENT OF DUTIES
Plans, directs and evaluates the activities and operations of the Community Services Department including, the CDBG and HOME grants programs, the economic development program, the Marion County Fair, dog services, designated public safety initiatives like the Marion County Reentry Initiative (MCRI); develops and administers the departmental budget; acts as the Budget Officer and Secretary for the Marion County Extension and 4H Service District; recruits and retains exceptional departmental staff.

Effectively leads and manages the community services staff; administers a variety of programs and services; manages a diverse workforce; interprets and applies department and county policies and procedures; communicates effectively orally and in writing; identifies and responds to department, county, and constituent issues; identifies and applies strategic thinking; utilizes principles and practices of effective management and organizational development/behavior; holds staff and contractors accountable for performance and outcomes; creates and conducts presentations to the public and Marion County employees; creates a high level of support and participation by state and local government officials and the public; establishes and maintains effective working relationships with a variety of individuals and groups; interprets and applies pertinent federal, state and local laws, and industry best practices.
SUPERVISION RECEIVED
Works under the general supervision of the Chief Administrative Officer or designee, who assigns work, establishes goals, and assesses performance through observation and evaluation of results obtained. Works under the policy direction of the Board of Commissioners.

SUPERVISION EXERCISED
Exercises full supervision for all professional, supervisory, and technical staff within the Community Services Department.

  • Plans, directs, and evaluates the activities and operations of the Community Services Department including, the CDBG and HOME grants programs, the economic development program, the Marion County Fair, dog services, and other designated countywide initiatives.
  • Provides leadership and management of department operations and personnel; establishes standards, guidelines, policies, and procedures to ensure the efficient and effective operation of programs and services such as economic development and lottery grants, dog services, county fair, and designated county initiatives; assigns work, establishes timelines for work completion, and periodically reviews employee work product.
  • Recruits, retains, develops, reviews, and provides leadership to departmental staff; effectively leads and manages the community services program managers; manages a diverse workforce.
  • Develops, presents, and monitors the department’s annual budget. Ensures financial reporting.
  • Acts as the Budget Officer and Secretary for the Marion County Extension and 4H Service District.
  • Follows and applies county and department policies and procedures; communicates effectively orally and in writing; identifies and responds to department, county, and constituent issues; identifies and applies strategic thinking; utilizes principles and practices of effective management and organizational development/behavior; holds staff and contractors accountable for performance and outcomes.
  • Participates with state and local government officials, staff, and the public; establishes and maintains effective working relationships with a variety of individuals and groups; follows federal, state and local laws, ordinances, and rules, and best practices. Prepares and presents communications, reports, and presentations to the board of commissioners, chief administrative officer, the public, and other interested stakeholders.
  • Performs other duties as assigned.

EXPERIENCE AND TRAINING
  1. Bachelor's degree in public or business administration, human services, social sciences, education, or a related field; AND
  2. Five years of increasingly responsible experience in preparing and presenting complex studies, reports and recommendations to board groups or commissions, managing community programs and service delivery systems, including two years of supervisory responsibility.
  3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS (individual recruitment specifies details)
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Due to regular assignment, employee may be assigned a leadership role in the provision of essential services or response functions. Staff at this response level must complete Incident Command System 100, 700, 200, and 800 on-line or in-person training.
  • This assignment is not represented by a union.
  • This is a full-time position, which is not eligible for overtime.
  • Typical Work Schedule: Monday through Friday, 8:00 a.m. - 5:00 p.m., with flexibility depending upon the needs of the department and program.

KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of pertinent federal, state and local laws, policies and procedures relating to human service, public safety and economic development; principles and practices of community collaboration; federal and state legislation; the working principles and practices of contract preparation, negotiation and administration; principles and practices of budget administration; organizational and management practices as applied to the analysis and evaluation of programs; principles relating to supervision, training and performance management; research and evidence-based practices.

Skills and abilities to conceptualize, plan, organize and direct the activities of countywide commissions and committees; formulate and implement complex policies and procedures; develop and monitor programs and services; communicate effectively, both orally and in writing; prepare and administer a budget; prepare clear and concise reports, write grants and related documents; recruit volunteer membership for committees, commissions and/or councils; respond to changes requested by citizens and county staff; establish and maintain cooperative working relationships with elected officials, citizen groups, volunteers, various state and local agencies, legislative committees, state and federal officials, business and corporate officials and citizen groups.
